There are many research and the domestic and foreign scholars have achieved rich results on the relationship between the economic development and the resource consumption,economic development and environment pollution.The theory of development economics shows that environmental pollution will firstly rise and then fall down with the development of economic,and the economic growth will increase with the amount of resources consumption increases.At the same time,economic development would be bound resources because resources are limited.This paper selects 10 provinces and cities in eastern China,selects 1997 to 2013 GDP value as the indicators of economic development;industrial wastewater emissions,industrial emissions,industrial waste emissions to measure environmental pollution;use coal consumption,per capita water consumption,electricity consumption,this three indicators to measure resource consumption,to study the relationship between the economic development and the environment pollution,and analyzing the current stage between the them in eastern of China,to research the relationship between economic development and resource consumption,and provide a theoretical basis for economic development and environmental pollution,resource consumption sync healthy development of the eastern region of China.It can be seen from the scatter plot trajectory of economic development and environmental pollution indicators,the environmental pollution emissions in eastern China showed firstly rise and after falling with the economic development,in line with the Environmental Kuznets Curve.The economic development of the eastern region of China will increase with the resource consumption increasing,substantially in line with the regression relationship.Then use the entropy empower law combine the industrial waste water,industrial emissions,industrial waste emissions into one comprehensive measure of environmental pollution,combine the coal consumption,per capita water consumption,electricity consumption into one comprehensive measure of resource consumption.As a basis for building the ten provinces(municipalities)from 1997 to 2013 between economic development(GDP),Environmental Pollution Index(Pollution),The resource consumption of integrated indicators(Resource)panel data of eastern China,to study the relationship between the eastern region's economic development and environmental pollution,economic development and resource consumption.In this paper,we use individual fixed effects regression models and fixed effects regression models to expand empirical research between economic development and environmental pollution,economic development and resource consumption.The results showed that: the relationship between environmental pollution and economic development(the city)in eastern China inverted "U" curve,and the non-economic factors have a large different impact of environmental pollution difference between the different provinces(municipalities),and from 2002 non-economic factors have more obvious inhibition environmental pollution emissions;It was a linear regression between economic development and resource consumption,and various provinces(municipalities)the resource consumption is positively correlated to the economic development,and the difference is obviously of the non-resource consumption factors for economic development between different provinces(municipalities),from 1997 to 2013 the promotion gradually increased between non-resource consumption factors and economic development.
