The New Development Strategy Of Eastern Russia And The Research On Regional Economic Cooperation Of Sino-Russia

Eastern Russia?the Far East and Siberia?is called the last unexploited treasures of the world as it covers a vast territory and is rich in resources.The eastern Russia is always the focus of the Government of the Russian Federation from the Soviet Union era to Mape Combination?Medvedev-Putin Tandem?and even to the new Putin Period.In order to promote the development of the eastern region,the Russian government has issued and implemented the development of Federal Special Plan of economic society of the Far East and Trans-baikal before 2013,the development strategy of economic society of the Far East and Baikal before 2025,the cooperation program of the northeast of the People's Republic of China and the East Siberia?2009-2018?,such strategic planning outline made the main frame and objective of the development strategy of Eastern Russia clearly.In order to accelerate the development of the Far East,the Government of the Russian Federation issued a series of policy measures and laws and regulations:in 2013,Putin has presented an unconventional decision that to construct the Economic Development Zone in the Far East;On December 29 of 2014,the Government of the Russian Federation published“the federation law of the Economic Development Zone of Russia”and several other laws revolved;On July 13 of 2015,Putin signed the law of the free port of Vladivostok and passed several law of tax to the second part,which created conditions of the fast economic development of the Far East and the establishment of favorable investment environment;In May of 2015,China and Russia published“the joint declaration of deepening the comprehensive strategic partnership and advocation for win-win cooperation of Sino-Russia”and“the joint declaration of the joint cooperation of Silk Road Economic Belt Building and Eurasian Economic Union Building”.The joint declarations strengthen the regional cooperation between China and Russia,improve and enrich the cooperation contents of the regional area between China and Russia.The strategic thought of“One Belt and One Road”which refers to the“Silk Road Economic Belt”and“21^st Century Maritime Silk Road”for short has clarified after the buildings of“Silk Road Fund”and“the Asian Infrastructure Investment Bank?AIIB?”and the policy of“vision and action of co-building of Silk Road Economic Belt and 21^st Century Maritime Silk Road”.The building of“One Belt and One Road”of China has many coherence points to the eastern development of Russia that makes great potential cooperation between them.Russia is willing to participate in“One Belt and One Road”of China actively.China and Russia have reached a consensus of co-building of“One Belt and One Road”and made a butt joint of the building of Silk Road Economic Belt and Eurasian Economic Union.The two countries will co-build the“Land Silk Road Economic Belt”and the“Land-sea Silk Road Economic Belt of Amur River of economic corridor of China,Mongolia and Russia”,and will co-build the“Silk Road Economic Belt in the Arctic Pole”in the future which will form a ring Silk Road Economic Belt on the sea.In the background of economic sanctions of the western countries,the Eastern Development of Russia and the“One Belt and One Road”of China,the regional economic cooperation of Sino-Russia has stepped into a new stage.The Eastern Russia has a huge exploring potential of gas and oil resource that can formed a certain scale of export except meeting the needs of the local people's basic life.In the background of economic globalization,the Eastern Russia actively participates in the economic activities.The Government of the Russian Federation takes all measures to support and encourage the eastern area to cooperate with Northeast Asia?especially China?,which creates a favorable condition for the further and broader development of the regional economic cooperation between China and Russia.The Eastern Russia adjacent to China,the advantageous geographical location of Sino-Russia makes a great and specific meaning for the energetic safety of our country.Therefore,researching on the new development strategy of Eastern Russia,actively exploring regional economic cooperation model and strategy of Sino-Russia and accurately grasping the strategic opportunity of energy cooperation between China and Russia play an important role in the development of mutual benefit of Sino-Russia and the building of energetic system of China.Meanwhile,it makes a new opportunity for the interactive development between Eastern Russia and the old northeast industrial base of China and makes the two areas possible to effectively joint together.The research will be based on the theory system as geographical economics,regional economic integration and factor endowments,using regional economics research methods to research and analyze the new development strategy of Eastern Russia and the economic cooperation of Sino-Russia.The research has eight chapters in all,according to the different characteristics of the research it can be divided into four parts:The first part includes chapter 1 and chapter 2.This part mainly elaborates the research background,purpose and research significance.Basing on the induction and summary of the research at home and abroad,it points out the problems and deficiencies in the present researches,then introduces the thought,method and content of the research and proposes the innovation of this study;Chapter 2 describes the related concepts and theory that is the study theory basis for the following research.The second part includes chapter 3 and chapter 4.Chapter 3 mainly introduces the progress of the new development strategy of Eastern Russia and the main influential factors of new development strategy?including the favorable factors and negative factors?;In the fourth chapter,it discusses and analyzes the the implementation process of the new development strategy of Eastern Russia.The third part includes chapter 5 and chapter 6.Chapter 5 elaborates and analyzes the current economic cooperation between China and Russia and the influential factors;Chapter 6 focuses on the analysis on the regional cooperation between China and Russia in the new situation,both of the two countries are facing with the new opportunities and the new chanllenges.The fourth part includes chapter 7 and chapter 8.Chapter 7 makes an empirical analysis and research on the regional economic cooperation between China and Russia from the perspective of trade cooperation between the two countries and makes a further summarize of the development characteristics of trade cooperation between China and Russia through expounding and analyzing on the development of trade cooperation between them.Basing on the research above,it analyzes the empirical studies of trade cooperation between China and Russia by using the gravity model,through the analysis of the results of the study,finally it gives the corresponding conclusion;Chapter 8 is the conclusion part,this chapter summarizes the content of the research for this article.
