Shenyang Economic Zone Economic Development Of Spatial Features And Integration

Abstract:With the development and deepening of economic globalization, regional spatial linkages and economic dependence degree is deepening, and regional economic integration process is accelerating. Spatial linkages which is an important characterization index of economic zone development have important academic value, The rapid development of economic integration of Shenyang economic zone not only conforms to the objective requirement of the rapid development of economic globalization, but also the objective need of the economic internal connection between cities and the communal development need.The in-depth study of the space structure and the integration issues of Shenyang economic zone not only can promote the rational allocation of economic resources in the area, and promoting the harmonious and unified development of urban economy, also be able to provide the experience for reference to overall economic coordinated development in China. In view of the spatial economic linkages and spatial structure characteristics, and the necessity of economic integration, dynamic mechanism and development environment, problems, implementing path and cooperation mechanism in Shenyang economic zone has carried on the system detailed in the paper.And it aims at adjusting the industrial structure, coordinating the regional economic cooperation and division of labor, as well as providing theoretical basis for the government decision-making departments to develop industrial policy and regional economic integration, and promoting sustained and healthy development of economic coordination in Shenyang economic zone.Firstly this paper analyzes the spatial characteristics of Shenyang economic zone from five aspects:(1) It analyzes the characteristics of spatial agglomeration economy on eight cities of Shenyang economic zone, and discusses the modeling spatial correlation in detail.(2) Starting from the population, resources, transportation, facilities and other spatial factors, it analyzes the characteristics of spatial structure in Shenyang, and makes overall evaluation for the spatial structure optimization.(3) It analyzes the central function index, economic correlation and membership degree of eight cities of Shenyang economic zone, and based on the results Shenyang economic zone is divided into the Shenyang metropolitan circle which is the core one and Anshan metropolitan circle which is the half-core one.(4) Generating the network structure of economic ties between eight cities in Shenyang economic zone for three years through ucinet software, and analyzing the dynamic characteristics of spatial connection of eight cities of Shenyang economic zone.(5) It analyzes the foreign economic contact of18industry departments in eight cities of Shenyang economic zone based on urban flow, and gives overall analysis on foreign comprehensive service ability.The results show that Shenyang is the center of Shenyang Economic Zone. It can produce stronger radiation on the surrounding area than Anshan which is the sub-regional center in Shenyang economic zone. Economic links between the other cities is relatively weak. Shenyang economic zone shows a high level of development around the middle and low level features in brim area. It has the significant spatial difference between each city, and the difference is becoming greater. The city’s economic volume is increasing. The economic links between the cities is also more closely. Spatial economic correlation in Shenyang economic zone is in a continuous improvement process.Secondly, there is a comprehensive analysis of the economic integration of Shenyang economic zone with the development condition, regional economic integration path, cooperation mechanism and other aspects. The integrated development of Shenyang Economic Zone in coordination with the government guidance is affected by many driving factors, including specialized social division of labor, the regional competition and complementarities, scale economy and transaction cost etc. Shenyang economic zone integration has a certain foundation in infrastructure, population, industry, market, resources, system environment, and the problems of imperfect system, weak links between cities, ecological pollution etc. In view of the above analysis this paper constructs the development of models which makes Shenyang as the center, with the integration of industry as the focus of development, and coordinate organization as support. Then the level of development of a unified economic zone was evaluated. The results showed that Shenyang economic zone need to straighten out the trading and supply demand relations, deepening the market division and cooperation. The efficiency of government is higher but has the policy of low self-identity, which needs further efforts in protecting people’s livelihood.Shenyang economic zone integration development needs to be realized through of multiple paths which include government policy integration, industrial integration, the integration of traffic network, modern logistics integration, information infrastructure integration, management integration of population, industry integration, ecological environment construction and social security integration. The realization of Shenyang economic zone integration also needs to establish relevant cooperation mechanisms, including the government and industry. The industry cooperation mechanisms for the regional spatial elements is needed to establish corresponding mechanisms of cooperation, such as the logistics, the tourism, the finance, the environment and enterprise cooperation mechanism, while focusing on the establishment of coordination mechanisms and regional resource sharin g mechanism to promote the integration of Shenyang Economic Area to enhance the overall1evel.
