The Evaluation Of Economic Sustainable Development Ability And Countermeasure Research In Liaoning Province

After central government sets out revitalizing strategy in northeast old industrybase, a series of policies come out, which provide rare opportunities for revitalizingLiaoning old industry base. With mutual effort from all parties, Liaoning’s overallrevitalization has achieved periodical significant results. However, during the overallrevitalization of Liaoning old industry base, the restriction from inherent system,historical burden and special economical structure and industrial pattern cause a seriesof difficulties and problems for Liaoning’s economical sustainable development. Themain reflection lists as follows. Firstly, unconscionable industry structure, traditionalindustries need transformation and upgrading urgently, high and new technologiesindustries and emerging industries have not taken the dominating and leading role sofar; Secondly, large state-owned industry enterprises have low marketingcompetitiveness and production efficiency, old products structure and low economicbenefices; Thirdly, some mining areas lack back resources and face the threat ofresource depletion; Fourthly, frangibility of environment and ecology make it hard tostand sustainable development; Fifth, a great number of companies staff laid off andkeep unemployed, population and employment pressure is very severe. Theseproblems desire to be solved focus and demands long term efforts during Liaoningeconomic sustainable development process.As for deep-seated target, the revitalization of Liaoning old industry base is fastand coordinated development of economic society on the basis of seeking virtuouscycle on resources, environment, and population and so on. Under new conditions,making systematic remarks about Liaoning economic sustainable development ability,diagnosing current development trend and problems, unveiling future developmentdirection, characters and raise new strategies and thoughts are the inevitable choice tosuit up with growing severe domestic district competition and objective requirementsto put forward overall revitalization of Liaoning old industry base into new stage.This paper takes district economic sustainable development and ability as itstheoretical foundation, builds evaluation index system for districts sustainabledevelopment ability that make the characters of Liaoning old industry base prominent,carries out prediction for current evaluation and future trend, screens out the keyheavy industry that is good for economic sustainable development, and raisescountermeasures and suggestions from the two aspects of macroeconomic situationand key industries. This paper is divided into7chapters.The first chapter is introduction, which discusses the research background and meaning, comprehensively describes the research on sustainable development fromthe four aspects of thoughts, practice, evaluation system, and heavy industries, andmakes an overview of this paper’s research targets, content, methods and innovationpoints.The second chapter is related basic theories about research. At the beginning, itdescribes the definition and connotation about the main research items of this paper,based on which it defines old industry base economic sustainable development andthe concept and connotation of its ability. It also summaries basic theories aboutdistrict economy and sustainable development.The third chapter grasps the overall practical situations about Liaoning economicsustainable development, and recognizes the problems for research from macro level.It mainly analyses current Liaoning economy quality from scale speed, operationalbenefits, industry and demands structure, analyses situations of economy, recourses,environment, society, population, science and so on, and also makes a SWOT analysisabout the general conditions of economy sustainable development.The fourth chapter is to build evaluation index system about Liaoning economysustainable development.
