Sustainable Development Evaluation And Countermeasure Research Of Shaanxi North Energy And Chemical Industry Base

Energy chemical industry base in energy chemical industry as the main form of industrial concentration area, which has a "cycle, low carbon, green and efficient" wait for a characteristic, making full use of its advantages in resources leading role, has gradually become a regional economic growth and energy accumulation area. But with economic development, the consumption of resources and unilaterally pursuing economic growth is a serious threat to regional sustainable development, resources wasted, ecological destruction and environmental pollution problems appeared, becoming the bottleneck of restricting energy base for further development. Much starker choices-and graver consequences-in planning and put forward the concept of green development, encourage to continue to develop circular economy, building a green engineering in China. Green development will become the main melody of China's economic and social development in the future, as in 1998, the former state planning commission approved the only state-level energy chemical industry base in China, northern Shaanxi energy chemical industry base in the transformation of green development is imperative. To this, the source and chemical industry base in northern Shaanxi as the research object of this research, the energy chemical industry base of the sustainable development of Shaanxi question has carried on the system research.In this paper, the main research contents are the following three aspects:First, based on the existing literatures and theoretical study, summed up the pros and cons of various views and methods, and based on the theory of sustainable development, in-depth analysis of northern Shaanxi energy and chemical base of ecological environment, the resources use, economic and social development, such as the status quo, the main problems in the process of finding out the base for sustainable development.Second, to establish suitable for base of the index system of sustainable development, using the principal component analysis, from resources, environment, economy and the social four aspects, and to explore the sustainable development of northern Shaanxi energy chemical industry base of trends.Third, according to the analysis of Shaanxi energy chemical industry base the encountered problems in the development of the current energy chemical industry base, and put forward the security base the realization of the sustainable development path in the future.Through research, this paper concludes that northern Shaanxi energy chemical industry base from 2004 to 2014, the rise in its sustainable development level of present state, but have obvious slow its growth trend since 2012, and its resource, environment, economy and society sustainable development level of each subsystem is also showed a trend of rising slowly, and sometimes fall.Through the above theoretical and empirical research, in view of the northern Shaanxi energy chemical industry base of the sustainable development level problem such as slow growth rate, this article puts forward developing circular economy, perfecting the guarantee mechanism for the development of innovation mechanism system, the economic development mode shift base, security base future resources, environment, economy and society comprehensive, balanced and sustainable development.
