Since resources in China has been on the way towards exhaustion gradually,a numberof large&medium-sized mining enterprises are facing some serious issues such asthe subsequent lack of resources exploitation and difficulty to guarantee workers withstable employment and so on. These issues, directly affecting the sustainabledevelopment of national economy and social stability, has become one of the mostimportant and difficult problems to be solved. In this context, the issue of crisis minesattracted great attention from government. Consequently, The Ministry of land andResources releases ‘The plan of prospecting for crisis mines replaceable resource(2004-2010)(simply as “Plan”)”, establishing the crisis mines rescue mechanism hasbeen adopted into the government’s policy agenda. Based on the project of“Implementation Effect Assessment on Plan of Prospecting for Crisis MinesReplaceable Resource (2008-2010)”, the paper proposed a set of comprehensive andscientific method system on comprehensive effect assessment of prospecting for crisismines replaceable resource,to assess objectively to resource effect, social effect,economic effect, technology effect, theoretical effect and management effect of "Plan".And then, it sums up the experience and challenges, and proposes the future directionof work deployment. For the Implementation effect assessment on public investmentprojects of geological survey in China, the research findings have importantsignificance.The research adopts the method of combining qualitative analysis and quantitativeanalysis. The index system is reduced by Vague matrix method, and its effectivenessis assessed by effective coefficient α, stability coefficient ρ and close degree η and RDmethod. Index system assessment method is used for assessing implementationoverall and single effect on prospecting for crisis mines replaceable resource.This research and innovation performs find that (1) it establishes the implementationeffect assessment index system on prospecting for crisis mines replaceable resource, including six aspects of resource, economy, society, theory, technology andmanagement, which applies to both the macro level project effect assessment andregional and individual project effect assessment.(1) It, widly scope, contains botheconomic effect and social effect assessment, and resource, management, technologyand other effects assessment.(2)The indexes on resources, technology and theoreticaleffect index are unique.(3)Reducing the index system by Vague matrix theory is thefirst time.(4) The paper realizes implementation overall effect assessment onprospecting for crisis mines replaceable resource in the national macro level andindividual project asessement. The results show that prominent resource effect, newlyadding important minerals Resources and greatly prolonging the mine‘s service life;obvious economic effect, promoting the development of economic; stableemployment of mining and related industries, indirectly increasing beneficiariesincome. And so on. The empirical analysis of “Yinshan Cu-Pa-Zn mine in Dexing,Jiangxi Province” has great practical significance for further implement of the projectof prospecting for crisis mines replaceable resource.
