Study On Environment Influence Assessment And Its Models Of Feasibility Assessment For Prospecting And Exploration Of Mineral Resource

China is the third big country in mining fields. Mining is the foundation of national economy construction. But when mining is supplying raw materials it brings many mining environment problems due to neglecting environment protection ,and the phenomenon is becoming more and more worst ,the reasons lie that environment resource is free, the mineral area environment breakage is an exterior uneconomical problem of the mining enterprises, so the individual cost of the enterprise is lower than social cost. as a result they can get the additional income. In addition, compensation mechanism of environment management is unimproved, enterprises tend to destroy environment resource arbitrarily, while the loss can only be beared by other organizations and public, market responses to it when the phenomenon is serious enough to influence its producing operation, so all of these are lagged always. Therefore dealing with exterior uneconomical problem of environment breakage using economy compensation mechanism is an foundation problem that we should resolve about mineral area environmental protection.On the basis of theories research ,the paper think it is necessary to introduce environment influence assessment to feasibility assessment of prospecting and exploration of mineral resource. According to three big geology environment problem classifications and adopting the quantitative research method, the paper sets up mathematics model of environment influence assessment, namely ,the compensates expenses model of land resources, the compensates expenses model of the water resources, the compensates expenses model of the air pollution. At the same time, according to the actual circumstance,it still adds the compensates expenses model of the human healthy. Finally it improves the current economic assessment models.The main conclusions show:(1)The geology environment influence assessment can be divided into four major types;(2)It is necessary to carry on the quantitative environment influence assessment in items of prospecting and exploration of mineral resource;(3)The quantitative environment influence assessment guarantees the source of the funds for the environmental protection;(4)The quantitative environment influence assessment may change the conclusion of qualitative environment influence assessment ,namely the conclusion may be changed into" can't go" by" can go".(5)At present, the environmental protection adopts the form of the environmental protection fund surpasses the environment tax in china.
