Since the20th centrey, as the rapid development of China’s economy and society,the demand of mineral resources is increasing, so the recoverable reserves of manymedium-sized mines is decreasing rapidly, especially for many old mines whichfacing the crisis of resource depletion. The rapid depletion of mineral resources notonly affect the ensurance of mineral resources for national development, but alsobring a series of issules like the survival of old mining enterprises, the substainabledevelopment of local economy and the problem of employment. The governmentattaches great importance to the substitute resource problem of old mines. And theMinistry of Land and Resources, the Ministry of Finance, and National Developmentand Reform Commission implement the prospecting work of substitute resources forcrisis mines and achieve remarkable results. However, as this work is at the beginningstage, there is no systematic research on its economic and social effects, which is notconducive to the scientific management of this work to further improve theimplementantion effectiveness. Therefore, it is nesscary to study how to evaluate theeffect of prospecting work of substitute resources for crisis mines.Basing on related theories of economic evaluation of mineral resources and thefinancial investment evaluation, this paperanalyzes the social and economic effects ofthe crsis special project by adopting the input-output indicatior and the financialinvestment efficiency. Then, by using the fuzzy analytic hierarchy process, this paperconducts theeffect evaluation index system of prospecting work of substituteresources for crisis mines. Taking the prospecting work of substitute resources in Qianan as a case, the paper carries on the empirical analysis and puts forward thesuggestion for the prospecting work of substitute resources to improve the economicand social effect. From the research, the following research achievments are acquired.(1) Systematically analyzing the economic and social effects of the prospectingwork of substitute resources. By systematically summarizing the implementation andeffects of the prospecting work of substitute resources, the paper selects the extendyear of mine, the number of employees and the boost efficiency of central government fund as the key performance indicators to quantitatively analyze implement effects ofthe prospecting work of substitute resources. The results show that the the prospectingwork of substitute resources achived remarkable economic and social effects.(2) Building the effect evaluation index system of prospecting work of substituteresources for crisis mines. According to related theories of economic evaluation ofmineral resources and the financial investment evaluation, the effect evaluation indexsystem of prospecting work of substitute resources for crisis mines is constructed,which is composing of tewenty indicators including resource utilization, resourcepotential, reserve, service year and so on. The indicators are selected with theconsideration of mieral resource contribution, management, technology and economiccontribution, the direct and indirect social contributions.(3) Putting forward the suggestion for the prospecting work of substituteresources to improve the economic and social effect. Taking the prospecting work ofsubstitute resources in Qian an as a case, this paper carries on the empirical analysisby using the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation.According to the evaluation results, the following suggestions are proposed:deepening the system reform of mineral industries and mining enterprises; establishrelated supporting policies for the prospecting work of substitute resources; promotethe combinational of commercial mineral exploration and mineral resourcedevelopment; promote the development of mineral enterprise; as well as constituterelated management system to supervise the funds use of prospecting work ofsubstitute resources.
