At present, the geographic information science is gradually developing from the traditional emphasis on information expression to the focus on the process of information changes. It benefits the researchers to grasp the status and development characteristics of geographical events by understanding, displaying and analyzing the interactions of natural, social objects related to the events within geographic information system.Especially in recent10years, there are sustained and rapid growth about the amount of geographical spatial data besides the steadily enhancement of data quality. However, there is not a set of effective standards leading to the difficulty of geographic space information acquisition, understanding and share due to the different applications of government departments and disparate cognitions of users and the diversity of mathematical basis, classification method, conceptual model. For example, there is the lack of fusion and semantic association amomg different types of information, and the semantic conflict caused by heterogeneous applications.It is difficult to finish the organization according to the requirements. And the related geographic spatial information can not be acquired from the application service system. Users need to make the access frequently in the multi-source and heterogeneous application service system, which will result in the relatively complicated and complex process of obtaining information and the low retrieval efficiency. It is hard to guarantee retrieval precision and recall rate and the abiliy of personalized information service support is weak.The sharing degree is not high.There has formed a significant challenge due to these problems while it is difficult for traditional geographic ontology to solve them because of the limited semantic expression ability about conceptual model.Aiming at the shortcomings of the traditional geo-ontology research in this aspect, the term of geographical event is introduced and combined with geo-ontology in this paper. And the conception of geo-ontology oriented geographical event is proposed. Here, geographical event is a type of the events and is general name of different varieties of natural, social, economic phenomena happened in the field of geographical space bedides the expression of the occurrence, development process for geographic objects. Geo-ontology oriented geographical event is a subset of geo-ontology. It can finish the abstract process of making the knowledge, information and data related to geographical event into different consensus geographical objects and construct the system according to certain logical relationship. At the same time, the process of conceptualization processing and clear definition is done. And then the expression in the way of formalization can be done to serve the geographic information retrieval, share, and other services finally. The information organization related to geographical event is the core for geo-ontology oriented geographical event, which can not only deal with the ambiguity of geo-spatial position existed in the traditional way of resolving the geographical event, but also realize automatic information organization related to geographical event as well as personalized service for different users.It can make effective semantic description and expression about the more complex and higher level conception of geological event, and provides a new opportunity and effective starting point for the study of geographic information services.The study of construction technology and methods for geo-ontology that geographic event oriented not only broadens the traditional theory and technology of geo-ontology horizons, making up the deficiency of construction study, but also provides the emergency response and incident management, geographical conditions survey and monitoring, and urban development and planning with information management, search and shared services, which plays an important part on the processing of emergency response and incident management, improvement of the government decision making and the popular application. Taking the emergency service for earthquake disaster for an example, combine the theory and technology of geo-ontology with government geographic information system technology and construct the disaster events oriented geo-ontology. By means of the formalization mechanism for ontology makes the computer understand the knowledge described, and achieves the potential and implicit knowledge from known knowledge and relationship, that will contribute to constructing the service system for disaster prevention and alleviation, process of the emergency events and improving the government decision making.Firstly, the concept, construction theory, logical model and construction method are generalized and studied in the thesis. Secondly, aiming at the insufficiency of the theory of geo-ontology construction method, geo-ontology oriented to geographic event and mission-linked is proposed, which describes and gives consideration to the geographic event and the interrelation, especially the geographic spatial relation. In the study process, the large-scale e-government information system'Spatial Information System'that run in the government department is taken as the test platform, from which extract government information including of geographic data and disaster data, and construct the mapping relation with geographic ontology data. Take the earthquake disaster event for example, by using the construction theory and method of geo-ontology introduced in the this paper, the geo-ontology oriented earthquake disaster event is constructed and the multilevel geo-ontology cases of province, city and conunty are made to realize the integration and expression of different types of spatial and thematic information including the kinds of geo-spatial, economy, society, etc. In this way, a breakthrough is expected to be made to the existed theory and technology of ontology, and ultimately the organization way and service quality of geographic spatial information can be enforced. At last, the application of geo-ontology is achieved in the applied service system and the verification and improvement for geo-ontology is carried out.
