Since the National Development and Reform Commission, in October 2011, issued the "Notice on Implementation of Carbon Emissions Trading Pilot "so far, China has set carbon emissions transaction pilots in"Two Provinces and Five Cities" including Beijing ,Tianjin ,Shanghai ,Chongqing, Hubei Province, Guangdong province and Shenzhen , the second largest carbon trading system after the European Union,and is going to launch a comprehensive carbon trading market in 2017. After the full development of Carbon quota,Chinese industrial system currently is facing a bottleneck problem that industry growth heavy rely on energy consumption and carbon emissions constraints of quota constraints industry system under the dynamic optimal operation.In order to further explore and solve the practical problems of China's industrial system facing under the background of the carbon quota, the framework of this study is that based on the principle of entropy change, based on the entropy reduction path ,with industry system as the research object, the carbon quota as an important research background,with the continuous optimization of industrial system as the foothold. To grasp the mechanism of low carbon evolution of industrial system by combing the entropy reduction path of industrial system, and implementing the carbon resource flow(C), technological progress (T) and policy optimization (P) model construction and empirical analysis of the industrial system, putting forward the countermeasures and suggestions to improve the sustainable low carbon optimization operation of industrial system under the constraint of carbon quota.The specific content of this paper contains: (?) Section Two will describe the related concepts of regional carbon quotas and industrial carbon quota and combine the existing carbon quota method in our country,the characteristics of the carbon quotas related industries and policy based on the situation of carbon trading pilot and industry development in our country.(?) The analysis on the way of quotas in the Europe,United States,Australia and New Zealand will be thoroughly clarified in Section Three, from the perspective of international experience, to improve and complement the knowledge of the whole industry system carbon quotas.(?) Section Four will analyze the dissipative structure characteristics of the industrial system ,will demonstrate the industry system entropy to describe the advantages of running status of industry system and industrial system of the basic elements of entropy reduction,with the help of a representative model and dynamic optimal planning theory,will discuss the technological progress of carbon resource flows and the optimization of the three elements driving industry policy system, the basic principle of entropy decreasing the dynamic structure of the optimized in longitudinal and transverse circulation and kernel field static structure,further expounding the quota constraints spiral structure characteristics of low carbon industry system evolution.(IV)Section Five will discuss the measure of our country industry sector technical progress towards method and judging method, and finally chooses the Malmquist index decomposition.Utilization of the data between 2001 and 2014 in industry sector, with decomposition of Malmquist index , calculates the technology of our country industry sector bias characteristics.What's more,it also analyzes that once the full implementation of the carbon quota , carbon resource will flow from a part of the industry to potential energy of another part.(?) Section Six describes the current carbon trading pilot policy in our country and analyses the quota policy on output constraints on carbon emissions and the impact of social welfare based on the principles of economics. Furthermore,this part sets the quota policy driven DID model of low carbon industry system evolution, and 7 carbon trading pilot provinces and cities in our country and province seven control group for empirical research are used with starting from the industrial system entropy reduction.Section Seven puts forward reduction of our country industry system countermeasures and suggestions,based on theoretical research and empirical analysis,from four angles such as the kernel driver optimization,consummation of field system,science and technology node to deepen and summaries of pilot experience.(?)From the experience of carbon quota development in foreign country and domestic pilot,the regional carbon quota will eventually form the industrial carbon quota;(?)Through the analysis of the entropy reduction path of the industrial system under the quota constraints,expounds the static spiral structure of the "core external field" of the industrial system;(?)Putout the minimum entropy based on Hamilton system,proves carbon resource flow (C), technological progress (T) and policy optimization (P) can drive continuous low carbon optimization of industrial systems,clarifies the dynamic spiral structure characteristics of low carbon evolution in industrial system in the vertical optimization and horizontal cross weaving. (?)An empirical study on the technological progress bias indicate that the industrial system of our country has the tendency of technological progress bias, and the overall carbon resource saving.Under the constraint of carbon quota, there is a certain "potential energy".The operation of industrial system is in the process of gradual optimization.which consisted of "the half link" of spiral low carbon evolution of industrial system;(?)From the perspective of the practice of carbon quota policy,the initial effect is not significant,and the effect will be continuously implemented year by year.From the regional analysis, the effect of carbon quota policy on the entropy of industrial system is not affected by regional differences.The quota policy also has a significant impact on the technological progress and the intensity of carbon resources."The other half link" of spiral low carbon evolution of industrial system is formed "The most important innovation of this paper is that it constructs the theoretical model of spiral low carbon evolution of CTP driven industrial system from the static and dynamic characteristics of the low-carbon evolution of industrial system.It is helpful to clarify the low-carbon optimization model of industrial system under the constraint of carbon quota.Secondly, starting from the entropy reduction mechanism ofindustrial system, this study discusses the characteristics of the spiral structure of the core field of low carbon evolution of industrial system, which is the innovation of the research perspective.Finally, this study adopts a cutting-edge econometric analysis methods in the process of empirical analysis, and the state of empirical results from the entropy reduction to the continuous optimization of the industrial system which is the innovation of economic interpretation.The research of this paper has important theoretical significance and practical value to the continuous low carbon optimization of the industrial system after the full implementation of the carbon quota.
