Since the announcement of the implementation of carbon trading pilots in seven provinces and cities in 2013,China's efforts in the area of greenhouse gas emission reduction are obvious to all.Carbon trading itself has become a market emission reduction mechanism and has become a reliance on China's carbon intensity reduction targets.Cornerstone.As of December 2016,the seven major pilots covered more than2,600 control entities from more than 20 industries,with a cumulative carbon trading volume of more than 65 million tons and turnover exceeding RMB 1.6 billion,and are expected to replace the EU carbon trading market in the future(EU-ETS)has become the world's largest carbon market.The question is,to what extent does the current trial of carbon trading promote the carbon emission reduction process and how does it work through its own effectiveness? Solving these two major issues will benefit the future optimization and upgrading of the carbon emission reduction mechanism in the national carbon trading market.The existing researches generally focus on the impact of transaction costs on carbon emission reduction.They cannot explain the multi-dimensional mechanism of the pilot's production behavior on the subject of control and control from the perspective of factor input.Taking this issue as a starting point,this article examines the following issues:First,the overall impact of carbon trading pilots on carbon intensity was assessed.Based on the matching of appropriate control groups for the pilot areas and the double-difference method for the provincial panel data for 1998-2016,it was found that the carbon trading pilots did promote a decrease in the carbon intensity,and the average annual carbon intensity decreased by 0.028 tons.Ten thousand yuan.On this basis,the dual difference method was improved to try to clarify the different effects of the pilot on carbon intensity in different years and different regions.The results show that this effect has significant spatial and temporal heterogeneity.The time heterogeneity analysis shows that the 2013 pilots contained a reduction in the carbon intensity.The positive effects of the carbon trading pilots in 2014 began to be highlighted and gradually increased with the passage of time.The regional heterogeneity analysis shows that the coastal developed areas such as Beijing,Tianjin,Shanghai,and Guangdong have achieved a positive reduction effect,but in the relatively underdeveloped cities of Hubei and Chongqing,the carbon trading pilot results are not satisfactory.Second,the three major factors of carbon intensity in factor input are calculated,and the three-dimensional space of provinces,industries,and time is explored from the perspective of research.The results of the LMDI decomposition method show that the technological advancement effects of each province in various industries have promoted the reduction of carbon intensity in the sample years,the energy structure effects of some provinces in industry,construction and other industries,and the industrial structure of wholesale and retail trades and other industries.The effect has hindered the decline of carbon intensity,among which the energy structure effects in Tianjin and Shanghai are the most prominent.From the perspective of the three major effects,industries and service industries are the major sources of resistance to carbon intensity decline.Third,the impact of the carbon trading pilot on the three major factors of carbon intensity was clarified,and a pilot three-dimensional conduction path for carbon intensity was constructed.Based on the LMDI decomposition results,the three-dimensional difference method was used to evaluate the three-dimensional impact of the pilot on energy structure effects,technological progress effects,and industrial structure effects.This paper finds that the carbon trading pilot has only increased the industrial structure effect of pilot industries in the pilot regions,and has failed to obtain statistical support for the impact of energy structure and technological advancement.Therefore,the carbon trading pilots mainly promote the reduction of carbon intensity through the reduction of production in the industrial sector in pilot regions.Finally,with the conclusions of the study as the end result,in order to further promote the emission reduction effect of carbon trading across the country and broaden the path of carbon trade to reduce and decrease carbon intensity,this paper will adjust the local conditions and dynamic adjustment of the market mechanism,gradually optimize the energy structure,and promote technological progress.The four aspects of effective incentives and supporting upgrading of the industrial structure put forward policy recommendations on the establishment of carbon trading market and carbon emission reduction targets.
