With the improvement of the level of economic development,countries around the world are also suffering from environmental pollution,global warming and other problems while obtaining benefits.Among them,carbon emissions have received much attention.Low carbon development is an inevitable trend of economic development at home and abroad.Since 2006,China has become the world's largest carbon emitter and has been the world's largest energy consumer since 2009.Faced with the current huge energy consumption and emissions reduction pressure,China promised at the Paris Climate Conference that China's carbon dioxide emissions per unit of GDP will fall by60%-65% in 2030.Through industrial structure upgrading and technological advancement,it can play a certain role in promoting the improvement of carbon productivity in order to improve the quality of economic development and achieve green development.Based on the current pursuit of economic green development,this paper selects the panel data of 30provinces(autonomous regions)in China from 2001 to 2016,and divides it into three major economic regions to study the impact of industrial structure upgrading and technological progress on carbon productivity.This paper uses Moore index to measure the change of industrial structure,so as to more fully reflect the inter-temporal change of industrial structure,uses the non-radial SBM model based on undesired output to measure GML index,and decomposes GML index to get technological progress index.Finally,this paper analyzes the impact of industrial structure upgrading,technological progress and the interaction of the two on carbon productivity.The results show that the industrial structure upgrading has overall stability,stage volatility and regional differences.The Moore value in the eastern region is the highest,higher than the national average and much higher than the central and western regions.During the study period,the carbon productivity level in the eastern region is the highest among the three regions,and the carbon productivity in the western region is the lowest.During the study period,the carbon productivity of the three regions shows an upward trend.Technological progress in the eastern region are greater than in the central,western regions and the national average.There are regional differences in the impact of various influencing factors on carbon productivity.The Moore index has a significant positive effect on carbon productivity in the eastern and western regions,and has a negative impact coefficient on the central region.The influence coefficients of technological progress on carbon productivity is three regions are significantly positive,and the interaction has a positive impact on carbon productivity,indicating that industrial structure upgrading,technological advancement,and the interaction between the two contribute can help to improve carbon productivity and the quality of economic development.
