Research On China's Regional Environmental Efficiency Based On Perspectives Of Spatial Economics And Environmental Regulation

Environmental efficiency evaluation is a hot issue in research field of economics on world,and appears a set of typical research methods,such as DEA method.However,due to the inseparable characteristic between energy input and environmental pollution,and the difficult to quantify the environmental regulation policy,it puts forward new requirements to the evaluation of environmental efficiency.Based on inseparable characteristic between the undesirable output and energy resources,Quantitative treatment of environmental regulatory objectives,the selection of production frontier of the economic,energy and environment system,and the spatial correlation of the provincial environmental efficiency.This paper analyzes the dynamic changes,regional difference and spatial association of regional environmental efficiency in China,and analyzes the main influencing factors of changes of regional environmental efficiency in China from the perspective of empirical analysis,realizes the multi angle,deep level research on regional environmental efficiency of our country.This research mainly focuses on the following aspects: Firstly,this paper deeply analyzes the non-separable characteristic between energy consumption and its undesirable output(CO2 and SO2 emissions)in provincial "economic,energy and environment" system,and introduces this characteristic into the traditional undesirable SBM model to extend it to the non-separable undesirable SBM model,points out that the traditional evaluation model will overestimate the provincial environmental efficiency.Secondly,based on the non-separable SBM model,the paper puts forward two kinds of environmental regulation policies as total target of environmental regulation and regional target of environmental regulation,and further subdivided regional environmental regulation target into three kinds of modes as the distribution based on equal proportion,slack proportion and economic proportion,and then realizes calculation of environmental regulation police.And then improved non-separable SBM model as non-separable SBM model based on environmental regulation through introducing target of environmental regulation into the model,calculate the valve value and sensitivity of impact on regional environmental efficiency of above four kinds of environmental regulation target.Thirdly,refers modeling thought of four-stage DEA method,we extends non-separable SBM model as four-stage non-separable SBM model,analyzes production management efficiency of the provincial economy,energy and environment system based on removing the differences in the production environment,and point out the main source of the regional environmental efficiency and the strategies to improve the regional environmental efficiency.In the end,finds out the impact factors of regional environmental efficiency,combines the spatial econometric model,analyzes the impact degree and direction of all the impact factors on regional environmental efficiency.The main conclusions of this study: Firstly,the environmental efficiency of our country is around 0.6000.the environmental efficiency of the eastern region is more than 0.7500,which is obviously higher than the central and western regions.Beijing City,Shanghai City,Guangdong Province,Hainan Province and Qinghai Province locate in the frontier of environmental efficiency.The important source of rising of the overall and regional dynamic environment efficiency in our country is technological progress.SO2 emission reduction ratio threshold of four environmental regulation policy are respectively 20.48%,19.09% and 20.06%.Effect of regional target of environmental regulation is better than that of environmental regulation total target.from the perspective of efficiency,distribution in accordance with relaxation ratio can realize the optimization of China's overall and regional environmental efficiency fastest,and it is the optimal choice.Thirdly,Beijing City,Tianjin City,Jiangsu Province,Hainan Province and Qinghai Province,Province should be committed to improving the production management efficiency.Liaoning Province,Fujian Province,Anhui Province and Ningxia Autonomous Region should focus on the improvement of production management technology,at the same time promote production improvement,while Shandong Province and the Inner Mongolia Autonomous Region are just take the opposite strategy.The improvement strategy of promoting the environmental efficiency in the rest provinces is to promote the improvement of production management technology and also improve the production environment.Finally,during the sample period,Opening degree,Degree of marketization,Rate of urbanization and R&D investment significantly promote the improvement of China's provincial environmental efficiency,Industrial structure and Energy consumption structure index have negative impact on the China's provincial environmental efficiency,influence of Quality of the labor,Infrastructure construction and the Per capita GDP on the provincial environmental efficiency are not significant.In the three regions,influence of Rate of urbanization on environmental efficiency is not significant in the eastern region,the impact of Opening degree,Degree of marketization,R&D investment and Energy consumption structure on the environmental efficiency are not significant IN the central region,the impact direction of other factors are same to that on the China's overall environmental efficiency.
