Since the industrial revolution, productivity has been further improved and economy also gets a rapid development. However, when economy develops rapidly the quality of surrounding environment is also deteriorating. At this stage, environmental problems have become one of important question about sustainable development in each country. More and more scholars pay attention to how to evaluate and improve the quality o f regional environment effectively.This research is based on some related research at home and abroad about ecological civilization and environmental efficiency. From the perspective of ecological civilization and construct the evaluation index system for regional environmental efficiency. We use SBM-Undesirable model as evaluation methods to evaluate the basic situation of the region’s environmental efficiency and select the Malmquist productivity index correction undesired output indicators SBM-Undesirable model and spatial data analysis to analyze the factor of regional environmental efficiency and discuss the causes of these disparities and put forward the corresponding policy. Finally the main research conclusions are as follows:1.The level of ecological civilization in each province increase steadily from 2003 to 2012, level of eastern coastal area is better than others. However, environmental efficiency levels of central and western regions have a significantly progress but northern and western regions have a lesser progress. Furthermore, the cap between eastern coastal area and northern and western regions has become larger.2.Pure technical efficiency always play a positive role to environmental total factor productivity but scale efficiency make largest contribution to environmental total factor productivity. After 2009 the role of scale efficiency change in environmental TFP becomes weaker. Technological change becomes a ?lame point‘ in environmental TFP and needs to be paid more attention to it.3.By analyzing invalid provincial environmental efficiency in main years we can found that many provinces has the phenomenon of resources into waste in northern and western region and this phenomenon is still increasing year by year. Negative output superscalar of invalid provincial environmental efficiency shows an overall downward trend. The quality of the living environment of the western region is gradually reduced.4.During 2003-2012 gather spatial pattern of north and southeast China did not change significantly and show ?low-low‘ and ?high-high‘ model. In north and southeast China environmental efficiency has showed a trend of polarization, gathering type of environmental efficiency for central and southwest areas from ?low-high‘ into ?high-low‘ and show agglomeration features with southeast area obviously. The gathering features of Hebei, Sichuan, Chongqing and other cities become more evident. It makes three types of spatial pattern of distribution become two-type spatial pattern of distribution.5.By analyzing the local situation of provinces in five regions in main years can found that stackers degree in coastal areas rise year by year however stackers degree in central and Midwest regions decline slowly and change of stackers degree in northern and western regions aren‘t obvious. The results by Theil index analysis show that spatial difference in eastern coastal central and Midwest regions is significant. But the difference in northern and western regions isn‘t obvious.
