The formation of a mining subsidence lake,which is always over 3m deep of water with several to dozens km~2 large,is caused by coal mining subsidence.A mining subsidence lake is difficult to be ecologically remediated and reuse.Recent years,as an ecological remediation approach with experimental attitude,some mining subsidence lakes have been transformed to artificial wetlands in China.But the transformations of mining subsidence lakes need huge investment and their potential benefits are not to be systemically researched.And the production space,living space and ecological space in mining area are not harmoniously developed.So it is necessary to discuss the theory and method of value evaluation of the new type of artificial wetland and the optimization technology of its space utilization,which provides a theoretical basis for the ecological remediation of mining subsidence lakes.Under the guidance of the theory of environmental economics and the idea of regional urban planning of main function,this paper taked an example of a typical mining subsidence lake in flatlands—Jiuli Lake in Xuzhou as an research object.Firstly,the paper constructed an evaluation index system of environmental resources status of artificial wetland in mining subsidence lakes and analysed them by qualitative and quantitative methods and using ways of integral probability calculation and field monitoring.Secondly,based on the value expression of artificial wetland in mining subsidence lakes,the paper established a value evaluation model with cost-benifit theory and calculated the value of Jiuli Lake Wetland in Xuzhou.Thirdly,the paper built a spatial division system and matured spatial division of the study area with the basic frame of the eco-environmental sensitivity evaluation by the methods of spatial overlay analysis of GIS,etc.Finally,with the goal of coordinated development of production space,living space and ecological space,spatial governance measures was proposed.The main conclusions are as follows:(1)The evaluation index system of environmental resources status of artificial wetland in mining subsidence lakes was constructed,which includes surface subsidence stability,land use change,water quality,atmospheric quality,traffic,culture,and tourism resources,etc.The system is testified to be comprehensive and effective by the evaluation of Jiuli artificial wetland.(2)The paper estimated the value evaluation model of artificial wetland in mining subsidence lakes.At the perspective of 9 specific functions such as material producing,climate regulation and leisure culture etc.,the ecosystem service value and remediate-after appreciation was calculated.This paper proposed the method of calculating the use value and non-use value of recreational resources of artificial wetland in mining subsidence lakes by the way of travel cost method(TCM)and the conditional value method(CVM).(3)The method for measuring spillover effect of artificial wetland in mining subsidence lakes was presented.This paper taked the appreciation of land value as the index of spillover effect of artificial wetland in mining subsidence lakes,and makes gathered land price into land price camber by using the Kriging spatial interpolation method.The grid computing method and GIS Geo-statistics system were adopted to analyze the average price increasement and its tendency,so as to the land spillover effect intensity,the impact area,and the total value of spillover effect can be definitized.The results show that the spillover effect is obvious.(4)Based on the established spatial division index system of artificial wetland in mining subsidence lakes and its corresponding weight system,the paper proposed a method for spatial division of the eco-environmental sensitivity evaluation.Taking coordinated development of production space,living space and ecological space as the target,the spatial division of artificial wetland in mining subsidence lakes was based on results of the spatial eco-environmental sensitivity evaluation.As a result,the high sensitive areas were divided into the ecological space,the middle and low sensitive areas were divided into production space and the non sensitive area were divided into living space.According to the feature of each main functional region,the paper proposed measures of development and governance for production space,living space and ecological space of artificial wetland in mining subsidence lakes.
