Water is the most valuable resource endowed by nature,which is most important to human life and society development.It possesses double attributes of fundamental resources and economical dependency.Water resources development is complicated systems engineering relevant to society,economics,environment and ecology.Water related researchers are confronted with the urgent problems such as:water diversion,resources assignment,improvement of utilizing efficiency,ecological maintenance,continuous development and water cycle integrality.The paper aims at continuous water resources utilization and establishing harmony relationship between human and nature.The basis of water resources evolving simulation and analysis is national objective,practical requirement and theory of complex systemic massive system.After comprehensive analysis of previous achievements,the paper describes the fundamental theory and then introduces the rule of water resources in society,economics,environment,ecology and water cycle.The research focuses on characteristics of water resources and highlights its natural attributes and derived attributes in multiple dimensions,then carries out corresponding simulation in order to study the effect of on-whole regulation.The paper introduces the key technologies during water resources multi-dimensional regulation,such as:multi-objectives balance,selection of serial referred variables and ratio of dimension exchange.In addition,the research rebuilds system on-whole out-coming function and implements physic notional equations based on conventional method,improving the model and uniting the evaluation expression of various sub-systems.After building up the theoretical basis,implementation,framework and solution of water resources multi-dimensional regulation,the paper establishes the relevant model and applies it in Haihe Catchment.Based on analysis of problems of catchment,the author sets out the objectives and pattern of regulation and makes further research on schemes collection.
