With the sharp increase of population and the rapid development of economy, the freshwater crisis has been intensifying, which has caused so serious problems as to threaten the existence of human being. To guarantee social sustainable development, research of carrying capacity of water resources is becoming more pressing and important. This paper grasps the theme about the carrying capacity of water resources tightly, combining with an actual Basin, Dawenhe River Basin, gives a deep research and analysis on the carrying capacity of this river basin' s water resources and then makes out the approaches to deal with it well.Main points and results of research:(1) Through a lot of spot investigation and inspection, based on analysis of the present systematic research achievements, this paper shows out the new opinions on concept, connotation, division, cevelopment, basic characteristic, and definition of water resources, and gives the relative research on the carrying capacity of water resources. This paper alsc gives the new views on mechanism and structure of water circulation and the relationship between water circulation and water resources. Deep exploration has been made on eco-environment, including its concept and connotation, causes of eco-environment problems and the relationship between eco-environment and water resources. Further research has been made on concept of social economy system and interrelationship among social economy system, eco-environment system and water resources system. In short, we have make systematic and trial exploration in related theories of carrying capacity of water resources, and proposed new theories.(2) After research in natural geographic features, we got a clear view on structure, features, and distribution laws of water resources system of the river basin. According to transforming relationship of Four Waters and concept of area total water resources, total water resources in different situations arecalculated, which is proved to be correct by water balance analysis, and analysisof the number of hydrology factors and relationship between them. It also shows that Dawenhe River Basin is short of water resources and the water is not so well utilized but seriously polluted. Water resources problems will become increasingly serious. Based on the analysis and evaluation of the total water resources, its features and the ability of human being in the control of water resources, and through analyzing the effects of various natural and artificial factors, a new approach is proposed to estimate how much water resources should be exploited to suit sustainable development of the river Basin. The present water supply of this area is also analyzed and the result shows that present water supply is not adequate to satisfy the needs of sustainable development and benign circulation of eco-environment.(3) After analyzing the present eco-environment situation of Dawenhe River Basin, this paper gives the main eco-environment problems and the degenerated tendency of benign circulation of eco-environment. Based on the inspection materials of several years, different analysis and evaluation mathematical models are established, such as: fuzzy comprehensive evaluation model, neural network comprehensive evaluation model. The same water body is analyzed and assessed in quality, pollution and its tendency, lake water eutrophication, and the present water function. Satisfactory results have been achieved, which suggest that the models are quite useful in practice. It also shows that the quality of aquatic eco-environment is bad in this area, this situation restricts the sustainable use of water resources. Further exploration has been done in concept and structure of eco-environment water demand; method to estimate eco-environment water demand in Dawenhe River Basin is proposed and also put into practice.(4) From the present situation of social economy and the analysis of the statistical information accumulated for many years in this area, the main tendency and law of social economy in this...
