As global warming continues, the phenomenon of extreme climate events has become the world's climate problem, and the loss in the city caused by extreme climate events and its secondary disasters is rising year by year. China's coastal city is the core of our country's economy?industry development areas, and densely populated.Because of its special geographical location ( land connect with sea) ,it faces a higher probability of suffering from extreme climate events, the urban vulnerability is more apparent. So,rising the ability of coastal city to preventing the extreme climate events disaster is the key of the disaster prevention construction in the coastal city. Based on the disaster theory?urban disaster prevention theory? urban ecological security theory and urban emergency management theory, and summary analysis of the foreign advanced concepts and practice case, and combines with the analysis of extreme climate event's characteristics, mechanism and city exposure and vulnerability in coastal city, by the coupling of formative factors and mechanism of hazard-affected bodies, the essay set up coastal city hazard-relief strategy,disaster-prevention strategy and disaster-avoidance strategy. Thesis includes four parts:The first part is the background and basic theory research. First of all, it analyses the impact of on the urban with the extreme climate events frequently happening. and summarizes the concept of extreme climate events, then points out the research scope and the object of study. With the conclutionof the coastal city's extreme climate events, disaster risk and the coastal city disaster-prevention plan, and the disaster theory?urban disaster prevention theory?urban ecological security theory and urban emergency management theory , the essay clear about the key points and breakthrough point of the study, at the same time, it provides the theoretical support and technical support for the next study of city disaster prevention system construction and disaster prevention strategy in coastal city.The second part is the analysis of the research object and the construction of theoretical framework. According to the theory of "triangle risk", it analyse the characteristic of coastal city's extreme climate events and city's hazard-affected bodies from 3 aspects of extreme climatic disasters, coastal city's exposure and vulnerability. On this basis, combining with the IPCC suggest of respond to extreme weather events, it builds the coastal city disaster prevention system respond to extreme climate events by integrating elements of the coastal city's disaster prevention system and techniques of extreme climate events prevention.The third part is the strategy research. Combining with the above analysis and research, it rises urban disaster prevention strategies of the coastal city from three aspects of coastal city hazard-relief?disaster-prevention and disaster-avoidance. The hazard-relief strategy responds to the characteristics and the mechanism of extreme climate events; The disaster-prevention strategy stresses on the urban spatial structure,land use layout, road traffic, infrastructure, and open space, and fragile area of extreme climate conditions for specific defense strategy research. The disaster-avoidance strategy stresses on the extreme climate events of TyphoonRainstorm?High temperature, and the non-engineering measures.The fourth part is a case study. It takes tianjin center city as the research object.by analysizes the current situation and the risk evaluation of city disaster, it put forwards the corresponding disaster prevention strategies.
