Study On The Construction Strategies Of The Central Urban Disaster Prevention Park System Of Weihai

Nowadays,with the acceleration of urbanization in China,a large number of rural population has swarmed into urban areas,making the cities be in the state of high population density.Under the background of frequent global disasters,cities are prone to be subjected to disaster spreading and secondary disasters.As a result,establishing a perfect emergency disaster prevention system in urban areas is an important measure to protect urban life safety.Urban parks,as important public space in the city,have the functions of refuge and evacuation,fire separation and temporary shelter.Based on the advanced experience at home and abroad,the concept of “disaster prevention park” was introduced in the process of urban construction,which has become a necessary part in the enhancement the safety performance of urban areas and the improvement of urban self-optimization.This study was made to explore the theories on the construction of urban disaster prevention park system.At the same time,the indexes of system construction and emergency evacuation in Japan,the United States and the advanced cities of China were analyzed.The principle of planning and construction of disaster prevention park was adopted to discuss the construction strategies of the central urban disaster prevention park system of Weihai.First of all,the living circle theory,social fairness and justice theory,disaster psychology and ecological perception theory are important theoretical supports for the construction of the urban disaster prevention park system.The living circle theory advocates establishing public service facilities in different circles of residents' life according to time and distance;social fairness and justice theory takes into account the aspect of balance;disaster psychology analyzes people's mental activities and behaviors during and after disaster;the ecological perception theory puts forward the certain impact of external environment on human psychology.At the same time,this paper also analyzes the design principle of disaster prevention park and the disaster prevention park system home and abroad.Secondly,the status of disaster assessment and park system of Weihai analysis were analyzed.The main scope of disaster prevention park was determined through the urban disaster risk assessment.The main types of the existing parks in Weihai include around-mountain parks,seaside parks and other parks.According to the requirements on the construction of urban disaster prevention park system,the analysis was conducted from the city,districts,sub-districts,communities and park levels,and it is found that there exist problems such as the large influence of mountain and sea factors,imbalance of the architecture,the lack of available low-level parks,low public participation and current condition bottleneck.Thirdly,the construction strategies of disaster prevention park system in Weihai were proposed.The city level is constructed through the strategies such as the control of mountain and sea factors,the establishment of index system,the overall planning and the improvement of management to build the framework of the urban disaster prevention park system;the construction of the districts and sub-districts levels is implemented through targeted zoning strategies and multi-level planning mandatory indicators;the community and park levels are constructed through strategies such as the increase of greenbelt beside the streets,the transformation of surrounding roads and the transformation of park disaster prevention,so as to improve the urban disaster prevention park system.The research of this paper is carried out on the construction of urban disaster prevention park system in Weihai,which has certain theoretical significance and practical guidance.
