The urban security is the basic safeguard of production and the life for city people, is the basic requirement of the urban construction, is also the premise of sustainable development of the city. However, the development process of urban modernization to ecological destruction of the environment and social environment and trigger a series of new problems related to disasters. The mountainous area economic development and the ecological environmental protection has the very significant influence to the national economic development and the ecological environment construction, the mountainous area as the special region which the natural disaster takes place frequently, the city and countryside security problem highlights day after day. In this paper, the Danfeng County is located in Southern Mountains, facing poverty alleviation in its hard, and many other ecological cost burden problem, also faces frequent natural disasters, security risks, demand for higher capacity of disaster prevention and mitigation. Therefore, Danfeng County must embark from the region characteristic, under the thought of city and countryside overall plan, reduces disaster based on the synthesis disaster prevention, utilizing the urban planning theory and the method, combining numerous non-urban planning method and the measure, to ensure the county territory city and countryside security.The paper first establishes the dialectical unification relations between Comprehensive urban disaster prevention plan and urban planning, exert initiatives of disaster prevention and reduction, is clear about active request of the synthesis disaster prevention reduces disaster regarding the city overall plan, in allusion to the major casualty of Danfeng County territory as well as county seat.Paper then based on requests of Danfeng County comprehensive disaster prevention and mitigation to study the Danfeng County's overall urban planning basic methods. It is divided into two parts of the Intra-county and county seat. The Intra-county should mainly strengthen the county territory space control, deepening the content of the County of major infrastructure planning, building transportation networks and concerns of county disaster prevention in rural areas; County seat should choose mainly from urban development sites, mountain urban spatial structure, urban land use distribution to consider three aspects of integration and comprehensive disaster prevention and mitigation. Second, thinking in urban and rural areas under the guidance of Binding the Countywide planning based on comprehensive disaster prevention and mitigation, urban and rural construction in the county Suitability Assessment, conducts the county territory cities organizational structure pattern research according to the Danfeng County territory cities present situation characteristic, seeks Danfeng County together the city and countryside spatial arrangement pattern which reduces disaster based on the synthesis disaster prevention.The paper ending aims at the core part of the urban and rural spatial distribution patterns of Danfeng county seat, combined with Danfeng county planning based on comprehensive disaster prevention and mitigation remedies, seeks suitable spatial arrangement method in the county characteristic. From the spatial control, the spatial structure, the layout structure three aspects analyze, the spatial control of urban construction land scope, within this scope take the spatial structure as the instruction, forms the county finally land layout through the layout structure.
