Compared with highway,air transportation and other means of transportation,the high speed railway has the advantages of high speed,high efficiency,less land occupation,low energy consumption and low pollution,etc.Since land resources saving,energy security and environmental protection are national strategies for sustainable development,the high speed railway will play a key role in future traffic transportation system without doubt.As an important infrastructure to support national economic and social development,the development of high speed railway is of great practical significance and long-term strategic significance to ensure sustainable and healthy development of national economy,improvement of people's living standards and promotion of the territorial development and national defense.In recent years,the high speed railway in China develops fast: 220,000 km high speed railway has been put into operation,accounting for over 60% of total mileage of high speed railway in the world and ranked first globally in terms of operation length.According to the latest Mid-long Term Railway Network Plan,by 2025,China's high speed railway network line will be about 380,000 km.At the time,China will develop a biggest,most complicated and busiest high speed railway network in the world and become a great high speed railway country.The dispatching system for high speed railway is the core of operation and management of high speed railway.It's used to control the cooperative working of various developments,various links and various types of work so as to achieve railway transportation and production and ensure completion of transportation and production tasks.Compared with other countries with high speed railways,such as Japan,France and Germany,China enjoys a vast territory of complex topography.So,the transportation environment of high speed railway in China is more complicated,which means that there are many elements in complex relationships with each other in the high-speed railway dispatching system in China.So,the high-speed railway dispatching system in China is of larger scale and higher complexity.With the continuous development of high speed railway construction in China,a suitable modernized dispatching system is required for the construction and operation of high speed railway.Such system should be consistent with construction and operation characteristics of Chinese high speed railways.The reasonable organizational structure,function setting,information exchange and sharing methods,etc.are the important foundation to ensure the coordinated operation of high-speed rail dispatching systems and to guarantee the safety,normal order and production efficiency of high speed railway and whole railway network.It is of great theoretical value and practical significance for construction and operation of high speed railway,selection of high-speed railway dispatching mode and internal coordinated operation of the system to study the coordination of organizational structure of dispatching.This paper focuses on the study of the synergistic mechanism and method of organizational structure of high-speed railway dispatching system with application of synergetic theory,theory of organizational structure,information entropy theory and other knowledge and in combination with status quo of construction and operation of high-speed railway dispatching system in China.The main contents are as follows:(1)The paper summarizes the current situation of construction and operation of high-speed railway dispatching system at home and abroad,and analyzes and compares the structure,characteristics and applicability,etc.of organizational structure of the main dispatching system.It elaborates the definition of organizational structure of the system,and analyzes the features of organizational structure coordination of high-speed railway dispatching system in China applying the synergetic theory from the perspective of integrality,openness,dynamics and non-linear relationship between the sub-systems.Besides,it expounds the orderly relationship between organizational structure coordination and information dissemination,applies the information entropy theory to analyze the orderliness of information distribution of organizational structure of high-speed railway dispatching system,and puts forward the idea and method of researching the coordination degree of organizational structure.(2)The paper analyzes the composition,management responsibilities and functions of the longitudinal management structure and horizontal functional structure of the high-speed railway dispatching.It analyzes the main organizational structure types of the system,and studies and proposes the linear functional organization structure of the high-speed railway dispatching system in China.Based on information above,it points out that China's high-speed railway dispatching system has the features of hierarchical organization,power concentration,information connectivity and organizational scale,etc.Moreover,the paper analyzes the main duties,daily operating processes and information exchange mechanism of six professional subsystems of China's high-speed railway dispatching.With the study,the information interaction relationship between longitudinal structure and horizontal structure of high-speed railway dispatching system is put forward in the thesis.(3)The paper summarizes the research situation of the longitudinal structure coordination of current high-speed railway dispatching system,analyzes the necessity of the longitudinal structure coordination of the high-speed rail dispatching system,and qualitatively discusses the connotation of longitudinal hierarchical structure coordination of the high-speed railway dispatching system.It builds primary management structure model and secondary management structure model for horizontal orderliness of high-speed railway dispatching system,provides examples to verify validity of the models and analyzes the calculation results of horizontal coordination orderliness of dispatching system of the two structures.Besides,it figures out the coordination orderliness of longitudinal structure of the dispatching system based on high-speed railway dispatching system of dispatching offices of railway bureau or railway companies.(4)The paper discusses the setting of professional dispatching for high-speed railway under the jurisdiction of the railway bureau or the group company based on the fact that the high-speed railway dispatching is managed by areas of the railway bureau and group companies.According to the setting principle of professional dispatching for high-speed railway dispatching system,it can be concluded that the setting scheme of train dispatching is the basis of other professional dispatching.The time occupancy of dispatching command tasks can be used to quantify the workload of the train dispatching,determine the upper and lower limits of reasonable workload of single train dispatching and build a multi-purpose linear programming model for setting of train dispatching of high-speed railway dispatching system.Moreover,it builds a linear programming model for setting of other professional dispatching based on planned setting scheme of train dispatching,aiming at balancing the workload of dispatching terminals.And it provides practical examples to verify the model validity on the background of high speed railway and inter-city railway of railway bureau or railway companies.
