| BackgroundSince the “11th Five-Year”,the “military-civil separation” management system has not fundamentally changed.Relatively self-containing of the military medical science and technology from the planning and implementation plan,issued guidelines to the transformation application,lead to a layout of scientific research conditions of the construction of overlap,duplication of investment,there are many obstacles in the research direction of science and technology integration,resource sharing,information exchange and knowledge to promote the achievements and problems which restrict the innovation and development of military medical science and technology etc.The Party Congress demands adhere to the development of military and civilian integration,promote the benign interaction between national defense construction and economic construction on national security and development strategic height,and constantly create a new situation of the development of civil military integration.Walking a path of development of civil military integration China characteristics is rejuvenating move and strengthening defense.However,application of existing scientific evaluation system cannot meet the dual mission of military-civil and identity of the military medical scientific research,to take into account the coordinated development of the basic medicine,clinical medicine and military medicine.How to establish an effective scientific evaluation index system,to adapt to the developing mode of civil military integration,play its role in guiding and inspiring correctly,become a restriction of the scientific research management problems and bottlenecks.Objective and SignificanceThis study separated military medicine and general medicine,from the rules of the military medical scientific and scientific research performance characteristics,to construct the military medical scientific research performance evaluation index system with the concept of civil military integration development strategy.The weight of the two subjects were judged by experts,to change the past evaluation ideas and methods confusing them or even ignoring the military medical,in order to revolve the adverse effects of the orientation brought to the military medical research and development through this study,continue to take the advantages and features of the military medicine,while boosting the biomedical science and technology innovation and development.MethodsBased on the evaluation theory and method of scientific research performance,through literature research,system analysis method and expert consultation method,selected the performance evaluation indexes of military medical science and research,which were in line with the concept of military and civilian integration development.On the basis of the comprehensive analysis of Delphi method,AHP method and experts consultation results,constructed a military medical scientific research performance evaluation indexes,the index value,standard score and mathematical model successfully.After the overall consistency test,the indexes and weights are in good agreement,and the method of constructing the evaluation index system is scientific and reasonable.A case analysis method showed that the evaluation index system,the mathematical model and the comprehensive evaluation method of this study are consistent with the purpose of the evaluation,and the scientific and feasible.Compared with the other two methods,this study can fully reflect the concept of military and civilian integration development strategy,which is conducive to promoting the healthy and sustainable development of military medicine,and play a guiding role in improving the quality of scientific research.We suggest that this study should be further developed,improved and applied in the future further.ContentsThe content of this research is divided into 7 chapters.The first chapter mainly analyzes the evolution course and the characteristics of Chinese civil military integration development strategy and its influence and demands on the performance evaluation of the military medical scientific research.Focuses on the present status and existing problems of China's military medical scientific research performance evaluation,expounds the purpose and significance of this study.From second to four chapters,we discuss the theoretical results,development process and practical exploration of the performance evaluation of military medical science research.The paper focuses on the internal and external factors affecting the performance evaluation of military medical research,and analyzes the necessity of our research.In the fifth and six chapter,the performance evaluation index system of military medical science research is built according to the strategy of military and civilian integration.The feasibility of this research is analyzed by the secondary units of the Third Military Medical University as objects.In the seventh chapter,we compare the performance evaluation index system and method with the existing evaluation methods,and analyze the advantages and disadvantages of the performance evaluation index system constructed by this study,so as to provide useful reference for the follow-up study.Results and ConclusionsThe results of civil military integration development strategy and its impact on military medical research:(1)adhere to the national development strategy of military and civilian integration to promote the development of military medical scientific research rapidly.(2)adhere to the top-level design to guide the military medical research in the key areas and development direction.(3)insist on system innovation to encourage the enthusiasm and creativity of military medical researchers.The results of the development course and current situation analysis of the performance evaluation of military medical science research:At present,our military medical science and research performance evaluation system still exist some problems should be solved:Subjective factors have great influence on the evaluation.Lacking of systematic evaluation methods.The theory and method of evaluation are separated from the actual work.In addition,any present method can not meet the military and civilian integration development strategy for the requirements of military medical research innovation,the main reasons are the following three points:The first one is current military medical science and research performance evaluation index system were in general medical common performance indicators as the main basis for evaluation,without considering the particularity due to confidentiality and special military uses in military medical scientific research output,can not reflect the characteristic and the superiority status of “military medicine”.Secondly,the current military medical science and research performance evaluation index system using the same weights for general medicine and military medicine,“a ruler”or“one size fits all”evaluation standard of military medicine is difficult to play incentive effect.At last,the present performance evaluation index system of military medical science and research can not reflect the quality and effect of process control.The results of study on requirement of the performance evaluation of military medical science research in the military and civilian integration development model:The first one is to continue to highlight quality and characteristics of the military medical scientific research,to adapt the needs of the army reform.The second one is to learn from the local advanced methods and practical experience,to improve the quality of military medical research management.The third one is to improve the system of scientific research performance evaluation,strengthen the construction of professional team of evaluation of science and technology.Fourthly,it needs to innovate methods of the performance evaluation of scientific research,and improve the conversion rate of scientific research achievements.At last,it needs to use the civil science and technology resources and knowledge advantages,to implement the civil military integration development strategy in deep.The results of study on the construction of performance evaluation index system of military medical scientific research in the military and civilian integration development model:(1)Based on the theories and methods of scientific research performance evaluation,through using literatures research,system analysis,experts consultation and so on,a military medical scientific research performance evaluation index group which conforms to the concept of military and civilian integration development is selected.(2)On the basis of the comprehensive analysis of the Delphi method,AHP method and expert consultation results,we have successfully established indicators of military medical science and research performance evaluation in civil military integration development model,the indicators weight value,the score of the standard and a mathematical model.(3)After the overall consistency test,the indexes and weights are in good agreement,and the method of constructing the evaluation index system is scientific and reasonable.The results of a comparative study on the evaluation index system of military medical science research performance in the military civil military integration development mode:(1)The evaluation executive agent is division of scientific research affairs in the Third Military Medical University as our research group has represented in this study.Taking the secondary units of Third Military Medical University as the typical evaluation object,the data inputs of each unit in the past five years were evaluated by the mathematical model,and the results were obtained.(2)Through a case analysis,it is confirmed that the military medical scientific research performance evaluation index system in military and civilian integration development mode that we build,the mathematical model and results of comprehensive evaluation method are consistent with the main purposes of evaluation executive agent.Furthermore,it can effectively reflect the process of scientific research management,achieve the effect and purpose of the research process of supervision.(3)On the comparison of advantages and disadvantages of the comprehensive evaluation method,Rank sum ratio and the present evaluation methods and draws the conclusion:The military medical science and research performance evaluation system in the military and civilian integration development model,mathematical model and comprehensive evaluation method can fully reflect the strategy of military civilian integration,to promote the healthy and sustainable development of the military medical,play a guiding role in improving the quality of scientific research.We propose to further develop and promote the use of it in the future.The next research directions:(1)Research on the depth and refinement of the civil military integration development strategy and its goal in the process of the construction of the performance evaluation index system of military medical research.(2)study on the cycle and effects of the performance evaluation of military medical science
