The third chapter of this paper is to make the detailed introduction of genre and content of official document communication at Yongzheng Age combined with Imperial Compilation of Statutes in Qing Dynasty and other precious history data of Qing Dynasty, which is mainly explained by examples divided into three kinds: downstream official document, upstream official document and parallel official document, this paper also analyzes the official documents at Yongzheng Age that were commonly used in the politics, economy and social life, such as the special official documents of Six Ministries, written pledge official documents, files and brochure of official documents. This paper especially makes the detailed introduction of the memorials system appeared and prevailed in the Qing Dynasty, and the development process at Yongzheng Age, memorials system broadened the information channel of Yongzheng Age, expanding the information content available from the emperor, accelerating the speed and confidentiality of official document communication. This paper summarizes the role and impact of the memorials system in the regime of the three emperors of Kangxi, Yongzheng and Qianlong, and its own drawbacks. This paper also conducts the detailed research on official document communication of the Salt Coupon, Tea Coupon in social activities at that time.The official document communication is with the political function of propaganda and convincing, political indoctrination, rhetoric and behavior, political input, symbolic meaning and political identity and others, which serve for setting up and consolidating the political authority. The fifth chapter of this paper is to describe the specific means and main function of official document communication at Yongzheng Age, pointing out that based on absorption of dynasties experience, Yongzheng Age perfectly realized the quick, accurate, and reliable communication of official documentation, thus to realize the multiple function of official document communication in monitoring, directing, coordinating, system maintenance, social cultivation and others in political activities.
