A Research On Ethnic Intangible Cultural Heritage Tourism Resources Protection And Inheritance Mechanism Based On The Theory Of Community Participation

Community has an important role in the protection of Intangible cultural heritage.The UNESCO has give priority to the community's power in heritages breeding,protecting,innovation and inherit.The World Heritage Council also credit community as a strategic dimension.Thus,how to play the community's ability in heritage protection is a hot research topic.However,community participation in heritage protection and development faced with various challenges,especially heritage resources into the consumer market,in the industrial operating environment of "production-consumption-protection” community involvement operational capacity,ability to protect their rights and interests,and stakeholders Game's ability to expose rights and many other aspects fail,missing opportunities and incompetent and other issues.Based on empowerment theory,stakeholder theory,community exchange theory,social representation theory and the long-term observation and follow-up study of community participation in tourism development of the intangible cultural heritage case,the study put forward the research framework of national intangible cultural heritage protection and inheritance mechanism.Regarding community involvement as the main line,this study prompt a community leading participation model of the intangible cultural heritage protection and inheritance,which ensure the largest community decision-making power.The model is constructed from the three aspects of the dynamic mechanism,operation mechanism,guarantee and evaluation mechanism,and make an empirical analysis with the case study of Li brocade from Hainan Wuzhi Shan Fan Mao Village.Different from the community empowerment to become the mainstream concept of community participation,this study concluded that the "wisdom empowerment" is a prerequisite for the realization of empowerment,And the right dimension to be combined with the different aspects of community participation is divided into resources to empower the system,the system increases the power,the wisdom of the auxiliary power.Based on the research,this study make the analysis and review on community participation in the three main modes,and points out that the reason is empowerment dimensions matching or dislocation which make each mode in different case success or failure.Finally,combined with the characteristics of the intangible cultural heritage tourism resources,the author concludes that intelligence help is the security community participation necessary force to intangible cultural heritage tourism resources development and protection,and establishes the construction of community driven participation model.At last,the study gives several strategies in institution establishment,organization construction and brand innovation in intangible cultural heritage inheritance and protection.This study further divides the dimension of community empowerment in the theory of community participation,and puts forward the three aspects of the construction of the policy support,capacity promotion and system maintenance.The research results of this paper have practical significance to guide the community participation in tourism development,especially in the central and western regions of relatively backward economy,and also make the innovation on the theory of community participation in how to empower.Further research should be made continuous research focus on the potential problems of community participation,combined with the long-term follow-up of the case in the future.
