Social management is an important management activity of human society. Scientific and reasonable social management would not only coordinate the interests of all parties'relationship through a fair distribution of benefits, but also promote constructive social consensus through. mindset dredging, and the two parts rely, help and penetrate each other. With the social transformation of a variety of profound adjustment of the interest, social structure and pattern of interests have been undergoing complex changes, so there will inevitably be a wide range of stakeholders, the various demands of the benefits and the visible conflicts of interest. The most of these social contradictions and social conflicts reflects the contradictions among the people at different degrees. Properly handling contradictions among the people has become a long-term theme of the country's political life, even in the social life. The differences of people's minds are often the mirror of the contradictions and conflicts of interest among the people, and the profound adjustment of interest often leads to new situations, new contradictions and new problems of people's mindset, thus the mindset dredging is indispensable for properly handling contradictions among the people, strengthening social management and innovation. Therefore, it is very necessary to timely and systematically study on mindset dredging in social management in-depth, theoretically and practically at the forefront.The study on the mindset dredging in social management, guided by the theory of Marxism about the mindset dredging in social management, in order to strengthen and innovate social management and enhance the ability of mindset dredging in social management, according to the thinking of problem raising?problem analyzing?problem solving, basing on trying answering the value, the essence, the theoretical resources, the targets, the contents, the operating mechanism and the effective implementation strategy of the mindset dredging in social management step by step, focuses on the theory innovation and mechanism construction. Therefore, the paper carries out the study on the mindset dredging in social management mainly from the following six aspects.The first part mainly focuses on answering the significant value of the study on the mindset dredging in social management. At present, how to correctly understand and properly handle a large number of different degree of contradictions among the people, how to solve the problem of people's internal ideological problems, is not only a major realistic problem which urgently needs to research and analyze, but also the contemporary issue which urgently needs to find the answer. The paper proposes that to fully explore and systematically research the mindset dredging in social management, is the urgent need to adapt to the profound reform, the inner call of building a harmonious society, the practical issue of ideological and political education, most importantly the vital requirement of the CPC carrying out the mass work correctly.The second part mainly reveals the connotation and essence of the mindset dredging in social management. The paper proposes that, the mindset dredging in social management is the activity which focuses on handling social conflicts properly, and coordinating, maintaining and implementing the social subjects'interests, the activity which makes use of democratic means to encourage people to distinguish between right and wrong, eliminate their ideological doubts, enhance their ideological cognition and finally reach ideological consensus. The essence of the mindset dredging in social management is the value guidance activities in social management, but also the activity of ideology coordination of interest relationship and the spiritual construction of social order. The basic features of the mindset dredging in social management are political and social, cathartic and oriented, predictable and defensive, regular and emergent.The third part mainly summarizes the theoretical recourses of the mindset dredging in social management. The paper proposes that, the theory of Marxism about the mindset dredging in social management mainly includes the theory of democratic methods to solve ideological problems, the theory of caring about the populace life through proper means, the theory of improving public political consciousness through mindset dredging, the theory of consistent mass view and mass line and the theory of the combination of social management and mindset dredging. Then, it put forwards that, the wisdom of ancient Chinese about the mindset dredging in social management includes the wisdom of dredging the trunk channel and guiding the river into the sea, the wisdom of dredging the watercourse to manage river and allowing people express views to govern people, the wisdom of improving the domination through opening a small outlet to dredge the masses'opinion. Finally, the paper proposes that, the theory of western countries about the mindset dredging in social management mainly includes the theory of the social safety valve, the theory of persuading to change attitudes, the theory of public opinion control, and the theory of social organic unity. The fourth part mainly illustrates the goals and contents of the mindset dredging in social management. We cannot understand the special activity fully and thoroughly without setting clear and core goals and probing into contents of the mindset dredging in social management. The goals of the mindset dredging in social management are the progressive goals system which is extension and reflection of the goals of ideological and political education in social management field. The paper proposes that, the goals of the mindset dredging in social management are straightening out the negative emotion, coordinating interests, maintaining the order, agglomerating consensus and cohesive forces, and promoting harmony. The goals dominate the contents of the mindset dredging in social management. Different from the mindset dredging in non-social management, the main contents of the mindset dredging in social management includes psychological adjustment, emotional communication, value integration, public opinion guiding guidance and consensus building in social management.The fifth part mainly explores the operating systems of the mindset dredging in social management. The core content of the study on the mindset dredging in social management is to grasp the inherent associated elements and their logical operation. The paper proposes that, the operating mechanism of the mindset dredging in social management mainly includes demands expression mechanism, analyzing and judging mechanism, communication and guidance mechanism, interests'coordination mechanism and evaluation and feedback mechanism. In order to properly resolve the contradictions among the people and to achieve efficient social management, each mechanism of the mindset dredging in social management should coordinate mutually and accomplish gradually. Therefore, we need to study on the operating systems of the mindset dredging in social management deeply and fully. Only by this way can we understand the operating process of the mindset dredging in social management more clearly and exactly. Besides, we can also improve the procedures, operation and standardization of the mindset dredging in social management, and make an effective and timely adjustment according to the concrete implementation effect of mindset dredging activities.The sixth part mainly studies on the effective implementation of the mindset dredging in social management.
