Attention, Time And Knowledge:Research On Core Factors Influencing Government Decision-making In China

Science and technology not only rich people's life, but increase the complexity of the public domain. This complexity shows that public problems can't be solved by individual knowledge or technology and shows that disagreements and conflicts of interest exist in multi-subject participation. As a result, the original governance mode is unable to cope with and overcome the endless uncertainty. We need to explore new governance schemes. For the government, adapting to the new environment actively and making scientific and effective decisions timely would be the best.Our country is in the transition period. "Magisterial will" and" Departmentalism" still exist in the process of government decision-making. It is necessary to do some further research on government decision-making environment. We also need to find out reasons which lead to decision mistakes under the complex and uncertain administrative ecological environment. At the same time, domestic and foreign researchers from different areas keep on discussing the government decision-making influencing factors. They divide all influential factors into two parts: internal factors and external factors which are thoroughly discussed. But the existing researches have not classified the effects of all influencing factors. In such a realistic demand and theoretical background, this study analyzes some related literatures home and abroad and classifies the influencing factors into three types:possible influencing factors, coincided influencing factors and core influencing factors. Combing different researches on attention, time and knowledge restricting government decision-making, this study comes to the following conclusions by the way of theoretical deduction. Attention, time and knowledge are the core factors influencing the process of government decision-making. The role they played in government decision-making is infiltrated into other factors.Under the guidance of service-oriented government theory, our government decision-making mode has stepped towards an open, negotiation and cooperation direction. Scientific, democratic and efficient are the goals government decision-making pursues. The effects attention, time and knowledge having on government decision-making are respectively disequilibrium in distribution of process of scientific decision-making, democratic decision-making and effective decision-making. By the method of system analysis and case analysis, this study respectively describes the influence mechanisms three factors imposed on government decision-making and some optimizing countermeasures are obtained. This study holds that attention has an influence on the stage of government decision-making agenda establishment and scheme selection through five trigger factors. Time has imposed specific context effect on government decision-making by time constraint, time pressure, rhythm and opportunity. Knowledge application has faced obstacles of knowledge transformation, transfer, sharing in the process of government decision-making. In order to explore promoting method of scientific decision-making, democratic decision-making and effective decision-making, we should allocate government attention reasonably, grasp decision-making opportunity effectively and use knowledge scientifically. To do this, we need to break the status of government's low operation speed, improve the delay symptoms of decision-makers, reduce the rate of decision mistakes and improve the adaptability of government in the complexity and uncertainty environment. All these need to be jointly promoted within the interaction and integration of three core factors.The above study about government decision-making core influencing factors is helpful to master attention boundary, time boundary and knowledge boundary in the process of government decision-making reasonably, is helpful to cultivate the ability of emergency and judgment of decision-makers actively. Finally, this study provides a theoretical support for the government to make decisions which can stand the test of practice.
