With the fast development of the science, computer and information communication technology in the past decades, an increasing amount of uncertainties in the environment of nature as well as society drive the world towards a unprecedented fastigium full of crisis. The sudden public risks emerge from occasionally to frequently and are tagged with complexity and composition. Government, as the core decision-maker in the public risk, is facing the challenges of supervision and administration. For another thing, knowledge as a invisible and reused social resource, has become the controlling and conclusive factor for the development of information-oriented as well as knowledge-intensive organization. Undoubtedly, knowledge is taking a more important role in the process of risk-decision. Considering these, the paper makes research on the knowledge demand and supply in the field of the crisis decision-making from the view of knowledge market. Then, based on the knowledge network theory, knowledge supply model and protective mechanism are discussed to provide government the more effective and scientific support for crisis decision-making.Firstly, the basic theoretic of knowledge market and the government crisis knowledge management are summarized worldwide as well as domestic. On the basis of that, there is a deep analysis on the demand and supply in government crisis knowledge market. For the demand analysis, a frame of describing the knowledge demand of crisis decision-maker is defined. For the supply analysis, the research is undertaken in terms of knowledge resource on the field of crisis decision.After that, the super-knowledge network of knowledge resource has been built in terms of visible, implicit knowledge, co-operative relationship network and each level model has been spread how to convey the demand from one to another level. Another model based on crisis participators are come up with to present the supply model in realistic crisis occasions. Finally, there are some suggestions on the strengthen and improvement of the supply model from the view of knowledge resources organization structure as well as technology, thereby guaranteeing the effectiveness and efficiency of governmental crisis decision making.
