In early 2010, NO.1 paper of the Central Committee made point "make effort to solve the problem the new generation of migrant peasant workers", which is the first time that CCP's files refer to the "new generation of migrant peasant workers" and let related departments "adopt appropriate measures to enable new generation of migrant peasant workers to be urbanized". So, what is "new generation of migrant peasant workers"? Scholars roughly sketched the outline of them:the majority of them are middle school culture level, post 80 or 90 generation, and the average age of them are 23 years old, and eighty percent of them are unmarried, and the "Three High and One Low" as their main features. It means high level of education, high vocational expectations, large demand of material and spiritual enjoyment and low work tolerance. These features will determine the new generation of migrant peasant workers has big difference from the first generation, second generation of migrant peasant workers. The nostalgic mood of new generation of migrant peasant workers becomes gradually weak and they are alien from their land. Their way of life and living conditions have no difference with the city residents and they identify with the city. So they are eager to integrate with the city and become new city residents. It is their desirable ending. According to statistics, China has 150 million migrant peasant workers and the number of new generation of migrant peasant workers is nearly 1 million accounting for 60% of the total number of migrant peasant workers. Under the affection of the financial crisis, Chinese urban-rural dual structure of the new generation of migrant peasant workers fully exposes the problems such as low salary, household registration policies, the minimum limit of purchasing house, security system and their children's education. The wide gap between ideal of being city residents and the cruel reality is suffering young migrant peasant workers.Based on the theoretical and empirical analysis and the consideration of making migration decision of the new generation of migrant peasant workers and influencing factors, I have drawn the conclusions:First, the new generation of migrant peasant workers has different characteristics from the first generation of migrant peasant workers in the individual characteristics, education level, lifestyle, career mode and other aspects of social psychology, etc. Its distinctive features on decision-making of urban migration are determined by there own nature. Second, the influential decision-making factors of migration are move-in and move-out factors, institutional factors and individual factors. Factors of move-in and move-out include economic and non-economic factors. Institutional factors is an intermediate factor and institutional barriers affecting the new generation of migrant peasant workers making migration decision include the household registration system, the urban employment system, social security system, housing system and the rural land system. Individual factors include individual demographic characteristics, income characteristics and psychological characteristics. Based on the literature review, I have analyzed the role of different factors and put forward some theoretical assumptions. Third, the thesis took the survey data of the new generation of migrant peasant workers of the surrounding urban area of Dalian as foundation and used the software SPSS to analyze all the influential factors and established the Logit model. Therefore, I drew some conclusions:First, the variables that has significant influence on the migration decision making of the new generation of migrant peasant workers are sex, marriage and the process of age, while age and education level of influencing on migration decision-making is not significant. Second, the affection of urban income of rural workers and rural family income of new generation on migration decision-making was not significant, indicating that economic factors of the generation of migrant peasant workers playing a role in migration decision-making gradually be weakened. Finally, the new generation of migrant peasant workers in rural and urban mental recognition of migration has a significant impact on decision-making, indicating that the psychological sense of belonging among new generation of migrant workers in the migration decision-making plays an important role. Fourth, the thesis based on the theoretical and empirical analyses and I have made the suggestions from the government level, community level and individual level to promote the generation of migrant peasant workers urban migration, speed up the urbanization process in China, break the urban-rural dual structure and realize urban and rural integration. This article is divided into five chapters. The first chapter is an introduction. In this part, I have indicated the background of the thesis and theoretical and practical significance of my research, the study results of our country and foreign countries, research methods and the framework of my thesis. In the second chapter, I have defined the concept of the new generation of migrant peasant workers and contrasted them with the first generation of migrant peasant workers then summarized the characteristics of the new generation of migrant peasant workers. The third chapter is the main body of the thesis. I have analyzed the factors affecting the migration decision-making of the new generation of migrant peasant workers such as, the factors of moving-in and move-out, institutional factors, individual factors, etc. Based on the information of the literature, I have analyzed the different roles of the various factors and summarized the mechanism of action of various factors. In part four, I have made empirical analysis of individual factors when the new generation of migrant peasant workers make their migration decision-making based on Logit model. Using survey data of the surrounding urban area of Dalian, I have examined the individual factors how to influence migration decisions and drawn some revelatory conclusions. In Chapter five, I have put forward some policies and recommendations that promote the new generation of migrant peasant workers'migration. On the basis of the theoretical analysis and empirical analysis, I have put forward some feasible policies and recommendations that promote the new generation of migrant peasant workers' urban migration.
