Study On The Social Organization Under The Scrutiny Of Social Construction With Chinese Characteristics

With the introduction of the concept, social construction with Chinese characteristics,China has improved its overall lay-out of the socialism cause with Chinese characteristics and lifted both the Party's and Government's principles of governing the country as well. The introduction of the concept also marked the beginning of China entering into a brand new comprehensive development era when social construction is integrated with overall construction of our country and social reforms promote the overall reform of our country.Serving as the important carrier and support of social construction, social organization is an efficient way to amass resources, ideas and labor forces. Social organization's position,behavior, development environment and constraints are great tasks to resolve in conducting social construction, governing society and serving the people's livelihood. It has theoretical and practical significance both in enriching and developing the theory of socialism with Chinese characteristics and in helping the Party and Government realize their strategic missions.Being “One” of the “Five-in-One”, the social construction stated in this paper refers to the narrow concept of social construction, which is relevant to political construction,economic construction, cultural construction and ecological civilization construction. Unlike such traditional organizations as Parties and Governments, social organization refers to all sorts of non-governmental organizations, which features three fundamental traits: non-profit,non-government and sociality. The development of social organization indicates that the“Three Big Parts” pattern of our society is taking initial shape, remedying government failure and market failure and promoting the harmony and stability of our society.Proceeding from the overall social environment in the period of social transition, the paper studies the evolution of social organization in the wake of social changes, expounds on roles social organization plays in social construction and its effects, as well as illustrates the remarkable changes it has experienced: in the evolution process of social construction from a totally government arranged society, an administrative pattern where government dominated the society and agencies implemented all sorts of plans, to the comprehensive social construction valuing “People First”, social organization has thrived from scratch. Meanwhile,the paper studies the development of social organizations in other countries as well,summarizes their current development situation, and points out that such scientific management mechanisms as loosening establishment system, focusing on personnel training,executing preferential tax, strengthening government support and improving supervision and management, serve as solid foundations for the brilliant performance of social organization.However, in the period of social transition, social organization's position is anything but clear,the Government is faced with dilemma, and there exist many loop-holes in the “Dual management model” and relevant laws and regulations. All these problems, along with social organization's own development shortcomings, prevent social organization from playing an active role in social construction. Thus, the paper holds that all-round innovations in from guidelines and principles to the management and internal governance of social organization are needed, so as to give social organization a full play in social construction with Chinese characteristics.
