People`s congress system is the fundamental political system of socialism with Chinese characteristics. As an important measure to realize the latter, the professionalization reform of the people`s congress standing committee members plays an significant role in promoting political system reform, advancing the modernization of national governance system and governance ability, and constructing the socialist democratic politics with Chinese characteristics. However, the professionalization reform as a whole is still at the exploration stage and lacks an overall design. Although the proportion of full-time committee members is increasing, its corresponding system innovation is deficient. Theoretical in-depth research and practical top-level design are needed for the professionalization reform of the people`s congress standing committee members.Therefore, this thesis takes the professionalization of the people`s congress standing committee members as its topic and hopes to give some policy advices by analyzing the necessity and feasibility of the professionalization of the people`s congress standing committee members on the basis of political theory studies. It begins with the representative theory, analyzes the weaknesses and deficiency of the existing part-time system of people`s representatives by reviewing the developing history of the people`s congress system and comparing it with that of Western countries, and emphatically elaborates on the theoretical design of the professionalization reform of the people`s congress standing committee members.The thesis can be divided into five parts. First, the representative system and the representative theory. Second, the people`s congress system and the part-time system of representatives. Third, the necessity of the professionalization of the people`s congress standing committee members. Fourth, the feasibility of the professionalization of the people`s congress standing committee members. Fifth, the reform design of the professionalization of the people`s congress standing committee members.The first part is a basic theoretical study of relevant politics, mainly introducing the representative system, senator system and representative theory. Representative system, now having gradually developed into a well-established national political system, is the main practice way of democratic system around the world. The discussion of the people`s congress system and the people`s representative system is supposed to analyze representative system, senator system and representative theory from the perspective of comparison. In terms of the representative system, this thesis carefully sorts out its historical origin, theoretical presupposition and general features. In terms of the senator system, it focuses on the election and qualification, the tenure and termination, the rights and obligations of the senators. While the study of the representative theory mainly evolves around two aspects that closely related to the topic, i.e., the dispute between “delegated” and “independent” and the conflict of interest between the constituency and local voters.The second part is a study of China`s people`s congress system and its part-time system of representatives, mainly including the developing history of people`s congress system, the part-time system of people`s representatives and a comparison between China`s people`s congress system and the senator system of the Western countries. By adopting historical analytical method, it thoroughly sorts out the development and evolution of China`s people`s congress system according to the historical time sequence, and tries to find out how the part-time system of representatives started and developed and its historical rationality of existing. It then makes an analysis of China`s part-time representative system from two aspects, that is, the part-time system of the people`s representatives and the part-time system of the people`s congress standing committee members. In the end, it compares China`s people`s congress system with the senator system of Western countries on the basis of a survey on the professionalization of senator system of Western countries.The third part discusses the necessity of the professionalization of China`s people`s congress standing committee members, mainly from the limitation of part-time system and the realistic need of the professionalization. In terms of the problems existing in China`s part-time system of the people`s congress standing committee members, it mainly elaborates from aspects such as the conflicts between their part-time work and their own job, the malposition of their representative consciousness, the weakening of their performance function and the absence of their supervision function. In terms of the necessity of the professionalization of China`s people`s congress standing committee members, it holds that the professionalization is a must to stick to and improve the people`s congress system, and that the content of political life and the division of labor and professionalization in society also demand the professionalization of people`s congress standing committee members. Meanwhile, the professionalization of people`s congress standing committee members is an inevitable choice of the development of socialist democracy.The fourth part analyzes the feasibility of the professionalization of people`s congress standing committee members. Compared with an professionalization of all representatives, the professionalization of people`s congress standing committee members has a stronger feasibility in political acceptance, actual operation and supporting conditions. In terms of political acceptance, the professionalization reform of people`s congress standing committee members, which advances gradually, has relatively lower cost, smaller obstruction and can help deepen the reform and build consensus as well as maintain social and political stability. In term of actual operation, it has a solid historical, policy, system and practice foundation. In addition, the great social, economic, political and cultural achievements of China obtained since its reform and opening up, can convincingly provide the professionalization reform of people`s congress standing committee members with supports.The fifth part mainly elaborates on the reform design of the professionalization of people`s congress standing committee members. It proposes the basic idea of integrating the professionalization of people`s congress standing committee members with the part-time system of people`s representatives, and two principles, that is, taking the rode of gradual reform and strengthening system construction. It mainly consists of six aspects including the election, levels of treatment, working offices, work-operating mechanism, supervision and assessment, and output mechanism of people`s congress standing committee members. In terms of their election, it mainly analyzes the quantity allocation, requirements for participating in the election and the electoral procedure of people`s congress standing committee at all levels. A chapter is specially to propose the reform design of direct election experiment of the standing committee members. Three aspects, including their rank, salary and position, determine the treatment of full-time representatives. It also proposes to establish working offices for people`s congress standing committee members, supplemented by systems of assistants and expert consultants. It discusses the working system innovation from aspects including conferences and its date, contacts between representatives at the same level, contacts with the voters and the implementation of supervision rights, and upholds that it is necessary to enhance the supervision and assessment of people`s congress standing committee members. In the end, it discusses the output mechanism of full-time representatives.
