Research On The Special Inquiry Institution Of National People's Congress Standing Committee(2010-2016)

The special inquiry institution is the supervision system established by the Standing Committee of the National People's Congress in 2010.As the latest achievements of the Standing Committee of the National People's Congress,it has played an important role in improving the supervision system,enhancing the effectiveness of supervision and promoting democratic supervision.From 2010 to 2016,this system from the National People's Congress Standing Committee level to promote the NPC Standing Committee at local level,and by the media attention and social concern.This paper focuses on the system construction of the Standing Committee of the National People 's Congress from 2010 to 2016,analyzes its system and system operation,and evaluates the system from the advantages of system and system.Finally,to explore ways to improve this system,with a view to the NPC Standing Committee special inquiry system can more fully play the advantages of the system,enhance the effectiveness of the NPC supervision,and thus more conducive to safeguarding the fundamental interests of the people.Specifically,this paper is divided into the following five parts.The introduction part clearly defines the special inquiry system of the Standing Committee of the National People's Congress,clarifies the background,research significance and research methods of this paper.This paper aims to make a comprehensive study of the special inquiry system of the Standing Committee of the National People's Congress(NPC),and combine it with quantitative analysis and qualitative analysis,which is based on the analysis of the existing research system.Research methods and case studies in-depth study of this system.The first part studies the formation of special inquiry system.The subject inquiry system is a sub-system of the NPC 's inquiry system.Therefore,the creation and development of retrospective inquiry system,to explore the creation and standardization of special inquiry system,in order to clarify the ins and outs of the special inquiry system.The second part studies the operation of the special inquiry system.Based on the operation of the system in practice,this paper divides the system into four stages: the preparation of the supervision plan,the preparation of the meeting,the meeting and the feedback.Because the questions and answers during the meeting is an important part of the special inquiry system,this paper takes the situation of the subject supervisors to inquire and monitor the object as the research focus,statistics the number of inquiries,divide the type of inquiry on the basis of statistical analysis,The source of the question,the representation of the inquiry,and the type of answer,with a view to summarizing the question and answer situation in the special inquiry system,lay the foundation for the system evaluation.The third part carries on the case analysis and the comparative study to the three modes of the topic inquiry.Based on the present practice,the topic inquiry system is run in combination with other supervision systems.According to the different supervision systems of the special inquiry system,this paper divides the topic inquiry system into three modes,in order to compare the similarities and differences between the three models,Explore the factors that affect the effectiveness of the subject matter inquiry system.The fourth part evaluates the topic inquiry system,analyzes the institutional advantages and its positive significance and the development trend of the system.The system has the advantages of institutional inquiry system for the people to improve the supervision system,the ruling party to manage the country,polymerization and expression of public opinion,the construction of responsive government and the rule of law has a positive significance.According to the practice of 2010-2016,we can judge the five development trends of this system.In the fifth part,the author puts forward the perfect way to perfect the system from four aspects: strengthening the independence and flexibility of the system,expanding the supervision object,perfecting the supervision procedure and enriching the supervision method.The conclusion of this paper is that the special inquiry system of the Standing Committee of the National People's Congress has certain advantages of the system,but it has not yet been fully exploited.This paper puts forward the institutional optimization path of strengthening the independence and flexibility of the system,expanding the supervision object,implementing the principle of public supervision,perfecting the supervision procedure and enriching the supervision method.This system will be more effective in overseeing the work of the government,safeguarding the fundamental interests of the people and realizing the effective governance of the ruling party.
