Research On Information Management Capabilities Of Public Crisis In Cambodia

Since the beginning of the 21st century,the frequency of global public crisis has increased,and countries all over the world are faced with the challenge of coping with all kinds of public crisis.Crisis management is a hot topic in the world and a key safety field which the governments of the world are actively involved in and constructing.Cambodia's stampede in 2010 was the most serious public crisis in Cambodia,which causes serious casualties.Cambodian government has begun to pay attention to public crisis management and studied the world's experience to continually improve the public crisis management model,as well as to enhance the ability to deal with various public crises.In recent years,public crisis management has undergone new changes due to the rapid development of information technology and network technology.The influence and harm caused by the propaganda of public crisis information has forced the government departments to change from the traditional public crisis management mode to the public crisis information management mode,also,government departments are required to make timely and efficient decision based on public crisis information to reduce the harm caused by public crisis.The empirical research and analysis method is mainly used to analyze the current situation of Cambodia public crisis information management in this paper.On the basis of introducing the relevant theories of public crisis,crisis management and crisis information processing,this paper analyzes Cambodia's performance in dealing with the crisis in detail and analyzes and discusses the potential problem of Cambodian public crisis event information management.Then,we design the questionnaire for hypothesis and collect the data to verify the correctness of the hypothesis.Finally,we analyze the hypothesis test result.In view of the shortcomings of the existing model of public crisis management in Cambodia,and the empirical analysis and lessons learned from the developed countries' handling of public crisis information management,this paper puts forward the countermeasures to improve the public crisis information management in Cambodia.The focus of this paper is:(1)Carry out basic theoretical research of the domestic and international public crisis information management research status and public crisis information management,to provide a more adequate theoretical basis and basis for the subsequent assumptions and analysis of data;(2)Carry out empirical research of Cambodian public crisis information management.Firstly,this paper analyzes the Cambodia government's strategies and options in information management of the typical public crisis and explores its problems and shortcomings of the information management,also qualitatively summarizes the main factors that restrict the information management.Then,the research hypothesis is put forward according to the conclusion of qualitative analysis,and the research questionnaire is based on the research hypothesis to establish.Finally,the data are collected and the data are analyzed to verify the correctness of these assumptions.(3)Countermeasures research.Based on the key factors of empirical analysis,this paper analyzes the advanced overseas experience and management mode of information management in public crisis response,and analyzes the current situation of Cambodia's information management emergency system,then the further policy measures to improve the information management emergency system in Cambodia are put forward.The core innovations of the above research are:(1)Content originality.The core of this research is about the information management of public crisis events in Cambodia,focusing on the following three aspects:prevention in advance,treatment of the event,and reflections after the event.Existing problems in the detection and early-warning capacity building and decision-making ability of public crisis management in Cambodia are analyzed.There are few studies concerning crisis management in Cambodia.As an overseas student,it's of significance to carry out case study of public crisis and government crisis information management in Cambodia.(2)Policy innovation.Key elements affecting the crisis information management capacity in Cambodia are obtained via case study and empirical research.Suggestions are provided to improve the mode transition from traditional public crisis management to informational public crisis management in Cambodia.From the perspective of policy innovation,it's significant for the perfection of information management mechanism of public crisis and government crisis in Cambodia.
