China is in a transition period of economic development currently. As the informatization and urbanization emerge these years, the conflict between nature and society in a country has become increasingly fervent than ever before. As a result, it becomes even more challenging for the government to keep the society safe and stable or, to be more specific, to remove the public crisis right and quickly during this period. In addition, globalization, the one impacts people’s daily life from nearly all aspects, has undoubtedly brought the government new situation and problems to public crisis information management. Consequently, it is essential for the government of China to study the way to manage public crisis information with the help of information technology.The purposes of writing this paper is to figure out the problems existing in the process of crisis information managing, with consideration of classical crisis theories related, and then try to solve those problems by analyzing status quos and influencing factors of nowadays public crisis information management. Moreover, a systematic framework along with some new ideas of public crisis information management of China is proposed in this paper in order to enhance the ability of Chinese government to face and to remove public crisis scientifically and synthetically.There are seven chapters in this paper as follows:Chapter one is introduction. It firstly introduces the background and significance of this research. Then it analyzes the current status of crisis information management research as well as the information about the object to be studied. It also puts forward the theoretical basis and methodologies used during the study. Finally, it reports the innovation points and framework included in this paper.Chapter two contains theories of public crisis and information management. This part of the paper provides a theoretical support for the whole paper, especially for the system to be built in chapter five. Chapter three summarizes how information spread and be communicated generally during one specific period of crisis management based on the induction of literature review. This chapter makes government a further understanding of how to manage public information.Chapter four demonstrates a collection of information management issues emerge as well as analyzes some influencing factors of crisis information that occurs in public administration in today’s China.Chapter five contains a synthesize system created for public crisis information management in today’s China. It put forwards a three-stage management system at first, a principle of supervision follows, and a guide for government about how to deal with public opinions online in the end. This chapter describes the main part of the solution provided in this whole paper.Chapter six includes two case studies. This part is to make practical application of the system mentioned before.The last chapter is the conclusion of the whole paper, including a summary of author’s standpoints and an expectation of the work of public information management research.
