The majority of donor supported projects in Malawi do not get completed within the agreed time.This negatively affects the Malawi Government plans and programmes and even those of the donors as it means having extra costs.This study examined the factors that cause the completion delay of these donor supported programmes in Malawi Government.To achieve the objectives,the study used the case study of European Union(EU)and the Chinese funded projects in Malawi.The six top causes of the delay were found to be differences in aid disbursement mechanisms;capacity challenge in managing foreign development aid;inadequate ownership of the projects by the communities;change of diplomatic ties;political interference in the location of the development projects and limited funding from the Malawi.Using institutional liberalism and economic liberalism as its theoretical frameworks that advocate political freedom,democracy and constitutionally guaranteed rights,and privileged the liberty of the individual and equality before the law,this study has demonstrated why these two development partners use different approaches to aid disbursement.Based on the findings,the study makes the following recommendations.Since EU projects take longer to be completed,it is recommended that great improvement be done in capacity building to ensure that resources are not lost through corruption and theft.On the Chinese approach,since evidence shows that there is minimum participation in implementation by the local communities,efforts must be made in participatory implementation of the projects for sustainability and capacity building.
