This abstract is committed to the contemporary diplomatic relations of China towards Liberia's infrastructural development and investments initiatives.China renewed diplomatic relations with Liberia in 2003 and has fostered and continues to enhance mutual political and economic cooperation between the two countries and the continent. The significant of this research seeks to explore how China's development and investment to Liberia through diplomatic activities are meeting up with her goals and objectives. In doing this, this study will establish how China would exist on current diplomatic relations or protocol between the two countries and enhance mutual benefit and cooperation. This work has a structure of four chapters, beginning with chapter one.In chapter one,we have introductory, significantly, how socialist China would survive among the mainstream capitalist Western Europe and that of the United States in her own back yard Liberia and the Africa Continent. This approach and success of China could be an economic break through,an alternative for developing countries, enhance Liberia post conflict recovery and the Continent at large. It provides the possible futures and an overall understanding of whether those objectives and goals of Chinese development and investments initiatives are being achieved through diplomatic activity or not, considering the weaknesses on the Chinese part of application since diplomacy is not socialist oriented concept;but rather a contemporary modern diplomacy with Chinese characteristics. In this regards, this research has assessed relevant related literature, authentic government website, publications and including its diplomatic missions abroad, articles, other official documentaries, books, making mention of authors like;Jean Claude BERTHELEMY,Abdoulkadre ADO and Zhan SU to name few,are particularly relating to this research. Also, qualitative and quantitative methods have been used to collect data mostly through secondary sampling;beside, other approaches includes interviews and questionnaires for the purpose of gathering primary information from immediate personnel and actors such as government diplomatic missions and inter-governmental institutions that could have direct delivery access to the Chinese development and investment programs;and some could also be responsible for management and implementation of its policy for successful realization.Considerably, the period under review for this study range from 2012 to 2017.Hence,in term of the theoretical framework,China's relations with Liberia and the African Continent are through multiple means 'liberalization' particularly liberal interdependency and cooperation and also neo-liberalism institutionalism.Interdependent liberals would see development diplomacy as a way between many others to achieve cooperation that lead to an activities or sort of interdependence between or among states and institutions. This theory clearly indicates that both parties mutually cooperate with each other in term of specific needs such as;Liberia needs China's assistance in her post conflict recovery and likewise China needs Liberia's raw materials.Basically, this is a mutual benefit and cooperation emphasized by China and win-win relationship between China and Liberia. In neo-liberal institutionalism, international institutions play a key role in coordinating international cooperation. It promotes the establishment of institutions in order to have the goals and objectives between the states or actors to be regulated. The establishment of institutions helps to facilitate cooperation, enhance information sharing, reciprocally reinforces the existing regulations or protocols between or among states.Considerably, these theories are more successful to China-Liberia and largely the African Continent emerging relationship.Chapter two focuses on China's diplomatic activities beyond Liberia specifically on the African Continent. It has succeeded in establishing and renewing diplomatic relations with fifty four out of fifty six countries in Africa in four to five decades.Today, its emerging relations, engagement and aid contribution on the continent through development diplomacy has rejuvenated the continent economic independence from traditional and mainstream western imperialist concept and is gradually expanding its political and geo-political influence through her military activities on the continent with first military overseas base in Djibouti and its military peacekeeping mission through the United Nations Mission.Hence, this chapter also analyzed the numerous challenges faced by China such as security threat;protection and sustainability of Chinese investment on the continent are vital to China-Africa mutual cooperation. In any case,China remains committed to its principles and goals towards Africa-China relationship in the twenty first 21st century.Chapter three is the main focus for this work;it lays out a clear distinction between western-Liberia relations and China-Liberia relations with emphasis on Liberia post conflict recovery. It again established western relations and contribution to prior and post conflict Liberia and China in a decade and half relations and contribution to post conflict Liberia.Data collected are in paragraphs and many tables in this chapter indicating China as a single country surpassing in many instances with more achievable results in her diplomatic activities among its main counterpart the western countries. This means that China is the major competitor between China-Western Liberia relations. Also, this chapter shows how vulnerable Liberia's infrastructural and investment activities are. Finally, chapter four provides conclusion notes for the study, summaries the total findings and the study contribution and also the major elements of the study.
