Despite the great interest China has shown in developing Africa, there have been concerns that China's aid development policy is not clear and that it has no specific plan on how it intends to promote its own development experience. This has been attributed to the absence of transparency during policy development which makes it difficult for third parties to understand their strategy. The reality is that donor countries have different strategies when it comes to aid.In some cases, aid has been tied to a particular set of conditions. However, there is a perception that tying aid may create the vested interest of donors in the receiving countries and may also be used as a tool for garnering domestic support for aid policy.China has stronger ties with the continent of Africa for a very long time in sectors such as agriculture, construction, culture, education and development. The trade and business relationships with the republic of China have induced more friendly gestures that have seen China getting involved in construction of infrastructure, providing substantial aid packages that include projects in many African countries. In lieu of the above, the aim of the study is to assess the impact of China's aid on infrastructure development in Liberia. The study also shed light on the understanding of the importance of bilateral relationship between China and Liberia with regard to infrastructure development. It further contributes to foreign policy improvement on infrastructure development. It also adds knowledge to infrastructure development studies to developing counties. The government of Liberia has enjoyed a good relationship with the government of China for many decades and China has reciprocated this relationship with the provision of aid in various forms. In a view to achieve the objectives set out in this research, extensive literatures were reviewed. The literature review provides background explanations of the elements of the research work such as foreign aid and infrastructural development with emphasis on its impact on African economies as a whole and Liberia in particular. To further complement findings from the literatures,Primary research was also embarked on where questionnaires were administered to stakeholders on their views on the subject matter. The questionnaires covered aspects related to foreign aid with particular focus on Chinese aid to Liberia and infrastructural development. The data collected were then analyzed via descriptive, correlation and regression analysis. The study by extension analyzes different documents in relation to the subject.Findings from the study reveal that, despite some challenges,China's aid to Liberia has been effective and in a whole has contributed greatly to development in the infrastructural sector of Liberia.Policy recommendation called for strengthening the institutions in Liberia and proper implementation of aid related projects. In order to stimulate Chinese investment and revitalized China's aid to Liberia, aids meant for infrastructural development should also be utilized effectively.
