Gradually developed and matured in the long-term revolution, construction and reform practice,the leadership thought of the Communist Party of China(CPC) is the great achievement of Marxism in China and an important part of Mao Zedong Thought and the theory of Socialism with Chinese characteristics. The Party Constitution is the political manifesto of the Communist Party of China, and it systematically expounds the guiding ideology, nature, objectives, programme, tasks, organization system and operation mode of the Party and the the condition, rights, obligations and discipline of party members.It is the concentrated reflection of the Party's basic theories and political propositions, and the basic practice of establishing, promoting and administering the Party. The position and function of the Party Constitution determine that it is the concentrated expression of the leadership theory of the Communist Party of China and the essential basis for the practice of leadership. Why to lead, how to lead and what to lead has always been an important content of the Party Constitution. Based on the Party Constitution revised and adopted at the Eighteenth National Congress of the Communist Party of China, this research expounds the theoretical source, development process, basic idea, the application and development of CPC's leadership in practice by explaining leadership decision-making,methods of leadership, leading ability, system of leadership and leading cadres. The writer trys to construct a complete and effective theoretical system and practical paradigm.The subject research is guided by dialectical materialism and historical materialism.Combining theory with practice, history with reality, and present with future organicly,comprehensively using literature research, historical research, systematic research,comparative study and other methods, the writer tries to make the research results more realistic, practical and theoretical. During the course of the study, the following three objectives were mainly focused on: First, define the connotation and extension of the Party's leadership scientifically. The party's leadership is a familiar phrase, but it is also a complicated one. who will lead the party, the Party as a whole, the Party's organization, or Party cadres? What is the key to leadership, politics, economy, culture, society or ecological civilization? How to lead, how to make leadership more scientific and effective? These are the key issues that need to be explained and solved in this subject. Second, effectively integrate the opportunities and challenges of Party leadership. For a long time, especially in the context of marketization, globalization and information technology, the leadership of theParty is faced with both major opportunities and challenges, and how to dialectically analyze the relationship between the two, how to use positive factors and eliminate negative factors to solve the outstanding problems, and change the crisis into opportunities, is an important issue to be solved. This research analyzes the outstanding problems of leadership decision-making, leadership system and the construction of leading cadres, and puts forward some countermeasures and suggestions. Third, unify organically the theory and practice of Party leadership. The Constitution contains rich thought of the Party's leadership, but many of them are principled regulations, there is still a long way to go between the grand goal and objective reality, subjective desire and the needs of the masses. How to make good wishes into reality, and make the abstract theory into practical action, this is the value of the research which decides the success or failure.Specific contents are as follows. The first chapter aims to explore the theoretical source of the Communist Party of China's leadership, as an important foundation and prerequisite for this research, mainly by explaining the leading thought of Marx,Engels,Lenin and the Chinese traditional culture, and the theory and practice of the Party's leadership in other countries. The second chapter briefly discusses the leadership thought of Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping according to the time order. The leadership Thought of CPC has developed from practice step by step,and making the developing process clear will help us understand the essence of the thought better. The third chapter introduces the two basic attributes and the two basic contradictions of leadership firstly, andon this basis analyzes the essence of serving the people wholeheartedly in detail. Then it explains the basic ways of Party's leadership from three aspects which the political leadership as the core, the ideological leadership as the foundation and the organizational leadership asthe guarantee. Finally it systematically studies how to carry out the principle that the Party commands the overall situation and coordinates the efforts of all quartersfrom scientific connotation, basic requirements and implementation path.The fourth chapter explains respectively the concept, characteristics,principles and requirements of leadership decision-making by looking back the development process of the leadership decision-making thought of CPC, and analyzes the present problems, for instance, the decision-making process is not tight enough, the decision-making power is not clear enough, the decision-making guidance is not practical enough, supervision and evaluation is not improved, the decision-making system is not perfect and so on, gives suggestion including innovatingthe concept, clearingthe scope, improving the procedures,regulatingthe norms, implementing the responsibility to improve the leadership decision-making system, improving the leadership decision support system by putting forward improving the information security, consultation, argumentation, supervision and accountability, evaluation and feedback system. The fifth chapter is about the realistic path of the leadership thought of CPC. Leadership method is an important condition to complete the leadership tasks and achieve the leadership goals, and it has objectivity, purpose,development and conditionality. Our Party pay great attention to leadership methods and constantlyimprove the methods, integrate the leading theory of Marxism with the concrete practice in China, and formulate the basic leadership methods such as seeking truth from facts, the mass line, independence, and system analysis and a set of specific methods of leadership such as top-level design, making overall plans and take all factors into consideration, first pilot and summarizing experience. In using the Methods of leadership,the Party must persist in the unity of purpose and regularity, selectivity and integrity,principleand flexibility, and bring change in leading methods from habitual leadership to innovating leadership, from closed leadership to open leadership, from empirical leadership to scientific leadership. The sixth chapter emphasizes that the leading groups and leading cadres at all levels must enhance the abilities of self-purification, self-improvement,self-innovation and self-development, improve the scientific development ability ofleadership, raise the ability to use the thinking and ways of rulesby law and to do mass work under the new situation.We should strengthen capacity building through improvingthe means of education and training, increasing the intensity of practice and perfecting the evaluation system. The seventh chapter discusses the development process and serious problems of leadership system at present by dividing it into three periods: 1921-1949,1949-1978 and 1979-2016 from the viewpoints of horizontal, vertical and relations between the Party and the government. Finally, it puts forward to improve the system of democratic centralism, straighten the power structure of the Party Congress, the plenary session and the Standing Committee, give full play to the role of the Party's leading core, improve the operating mechanism of the Party, and strengthen inner-party supervision mechanism. The eighth chapter expounds the problems existing in management of the contingent of leading cadresin the new period directly from the leading cadresranks buildingof our Party, analyzes the reasonsfrom the system level, and puts forward the countermeasures and suggestions tothe aspects of education, training, selection, appointment, evaluation, management ,supervision,motivation and safeguard .
