From the practice of The communist party of China been in power for nearly 80 years,we can see that governing philosophy and governing strategy of The communist party of China have changed from legal institution to the rule of law,from the rule of law to governing of law,and from governing of law to governing by the constitution.Governing by the constitution of The communist party of China has specific connotations and basic requirements,which is essentially different from The western constitutional government.Governing of law was first proposed before the 18 th national congress,however,systematic formulation of the theory of governing of law is after it.The theory of governing of law extensive and profound,and the content is extremely rich.However,we should focus on the following aspects:to correctly understand and handle the relationship between the party's leadership and the constitutional government;the starting point and end-result of the constitutional government is to achieve good and safeguard the fundamental interests of the people;to restrict and supervise power within the constitutional and legal framework;the authority of the constitution lies in its implementation,and the life of the constitution lies in its implementation;to improve and strengthen the supervision of the constitution,improve the constitutional interpretation procedure,advance the review of constitutionality,Constructing an unconstitutional review mechanism.We should maintain the stability of the constitution and amend the constitution in due course.
