Research On Governance Of Network Ideology In China

Ideological work is “extremely important”---it is the roots of social harmony and stability,it is about the recognition and acceptance of the people for the Party's guiding ideology and governance policies,and it is crucial for the success of the cause of the Party.In 1964,Herbert Marcuse,a well-known scholar,described the ideology of developed industry society in detail and analyzed its status at the time in his book One-Dimensional Man.Fifty years later,the Internet technology has been promoting the coming into being of network society,and this will inevitably change people's ideology.This paper observes that network ideology is a new state of ideology evolution in network society,and under this social background,this paper carries out a systematic study of network ideology governance based on China's reality.This paper is mainly adopted by data studies,systematic research,statistical analysis and qualitative analysis methods,and it suggests that under the influences of the changes of traditional production modes and social structure,stratum differentiation,more and more internet users,the coming into being of network society,the changes of information transmission and communication,network language and inclusive social environment,traditional ideology has evolved into a new state of network ideology,which has such characteristics as dynamism,infinite technique,the interactivity of reality and vitality,the diverse interactivity of network transmission modes and the pluralism of ideology.This paper argues that the network ideology governance is a new issue of current society,which deserves comprehensive analysis especially for its current status and new characteristics and should be paid high attention to.This paper carries out a theoretical analysis for network ideology governance,argues that network ideology is the outcome of network technology application,the brand-new and higher mode of ideology in network society,the thinking system which comes into being through the interactivity of internet users whether on line or off-line by mediums such as digitalization,symbolization,imagination and verbalization,a dynamic value which internet users look on the network society,a theoretical foundation of internet users' political ideal,value standard and behavioral norms,and its nature is the organic unity of value and technology.This paper explores the structure of network ideology from macro and micro aspects---it looks at the organic separation of state ideology,thinking theories and social psychology from social macro aspect;it looks at the status of relative separation and organic unity of cognitive interpretation level,value belief level and target tactics level within the network ideology,including the coupling effect among the three levels.This paper briefly analyzes the differences and similarities of network ideology and traditional ideology,the dynamic relationship of structure and function,and points out its practical significance;it carries out a study of the dynamic transformation of network ideology,analyzes the network technology ideology and the control of network technology ideology aimed on the two-sidedness of technology.This paper analyzes the current situation of network ideology governance,summaries the achievements of China's network ideology governance,including the constantly improved culture soft power,the penetrating socialist core values,the positive public opinion,good environments of cyber society,the effectively maintained social security and stability,and China's prosperous future.This paper points out the deficiencies of China's network ideology governance,which is limited to cyber society,lacks in mainstream ideology construction,mixed with traditional but simplistic governance measures,and owing to the poor education quality of some internet users,the effects of governance fail to address both the symptoms and root cause.This paper analyzes the reasons for success and failure of network ideology governance: in aspects of achieving good results,it mainly thanks to respecting the dominant role of the people,paying high attention to ideology work and theory innovation and methods innovation,struggling against non-Marxist ideas,and focusing on key contents of ideology governance;the deficiencies are the rootedness of traditional ideology,the not-ready pattern of multiple-governance,the methods lacking innovation,the not-enough network quality education,the low participation degree of social organizations,and the ineffective governance policies.Based on the above-mentioned theoretical analysis and current situation analysis,this paper analyzes the basic framework and implementation strategy of China's network ideology governance in detail.From six aspects such as purpose,principle,subject,object,method and situation,it analyzes the basic framework of network ideology governance.In order for the network ideology governance to success,it is necessary to consolidate the guiding role of Marxism in the ideological domain as well as the common ideological basis of all Party members and people across the nation for unity and struggle,so as to realize the “Chinese Dream” by upholding the unity of leading system and multi-governance,the unity of good governance and rule of law,the unity of mainstream-guiding and inclusiveness,the unity of system control and source control,and the unity of taking the initiative and joint efforts.Party committees and governments at all levels,traditional and new emerging social organizations and internet users should go into action to create a fair and just social environment and friendly-oriented interpersonal relations which are beneficial to the harmony of body and soul of the people by means of joint efforts,administrative intervention,publicity and education,focusing on the key aspects,self-discipline and law confinement.Guided by system theory,from leading subject,main participants,new-emerging participants to ultimate subject,this paper explores the implementation policy of network ideology respectively,suggests that Party committees and governments at all levels shall give full play to their leading role,encourage all kinds of traditional social organizations to give active play to their strength and advantages,support new emerging social organizations to take part in the governance,and advocate the self-discipline and character-improving of internet users.
