A Study On The Disciplinary Inspection System Of The Communist Party Of China

How to prevent corruption is a test for the ruling party.Although the Communist Party of China has experienced many difficulties,but always can overcome them,one of the important experience is to dare self-criticism and correct their mistakes,which reflects a strong self-repair capability.As Comrade Deng Xiaoping said,"Our party has experienced many mistakes,but every time we rely on the party rather than leave the party to correct their mistakes."To solve the Chinese Communist Party’s own problems,and always prevent corruption,the key is to strengthen the intra-Party supervision.Shortly after the founding of the Communist Party of China,with reference to the experience of traditional political culture,we established the intra-Party disciplinary inspection system.After more than 20 years of exploration,the disciplinary inspection system in the new period has become a strategic design of the intra-Party supervision.This system insists on problem oriented,and plays an important role in punishing corruption officials,purifying political ecology,and consolidating leadership.Inspection supervision is "political examination" to promote self-purification capability,to ensure that the Communist Party of China always is the core of the socialism with Chinese characteristics.The inspection system has continuated thousands of years in Chinese history and still has a strong vitality,and it is very important to carry out systematic and scientific research on the inspection system.Based on the actual situation of the inspection work,this thesis systematically combs and analyzes the intra-Party Inspection system according to the order of"theoretical basis-historical experience-evolution process-present situation-problems and solutions".the author hopes to summarize the rules,to provide theoretical reference for developing the disciplinary inspection system.The thesis mainly includes the following:In the introduction part,the author first analyzes the source of the problem,and puts the disciplinary inspection system in the background of strengthening the intra-Party supervision and improving the construction of the ruling ability.And then sorts out and summarizes the relevant literature and data on the disciplinary inspection system.Finally,the basic ideas,research methods and innovative points of this thesis are put forward.In the first chapter,the author mainly studies the basic concepts,theoretical basis and related problems of the disciplinary inspection system.First of all,compares the concepts of Xunshi,Xunxing,Xuncha,Xunan etc.on this basis,puts forward the core concept of the thesis-the disciplinary inspection system of the Communist Party of China.At the same time,analyses the characteristics,basic elements,functions of the disciplinary inspection system.Then discusses the theoretical basis of the disciplinary inspection system from three perspectives.Finally,in order to clarify difference and relation between the disciplinary inspection system and other supervision system,the author focused on the analysis of several common and easy to confuse the supervision system.In the second chapter,the author studies the evolution and enlightenment of the ancient inspection system in China.The history of the inspection system has been two thousand years,beginning with the Qin Dynasty,after the Han Dynasty,the Tang Dynasty,and the Qing Dynasty,formed a strict and standardized system.The inspection system is very important in ancient Chinese political life.There are many positive experiences in the ancient patrol system,and by summing them up,it makes sense to develop the current disciplinary inspection system.Finally,the author summarizes the experiences and shortcomings of the ancient inspection system,and sums up four important experiences.In the third chapter,the author mainly studies the history and current situation of the disciplinary inspection system of the Communist Party of China.The disciplinary inspection system of the Communist Party of China is divided into two stages:the new democratic revolution period and the new period of reform and opening up.In 1928 and in 1931,The Party Central Committee had formulated two inspection regulations,which is an important indicator of the early disciplinary inspection system.After the reform and opening up,the disciplinary inspection system is restored,through the brewing,pilot,promotion,the development trend is healthy.The Inspection system in the new era provides important support for the comprehensive and strict management of the party.In the fourth chapter,mainly studies the design and implementation of the current disciplinary inspection system of the Communist Party of China.In order to facilitate the inspection work,the current disciplinary inspection system must be carefully studied and evaluated,and good suggestions should be made.In connection with practice,the thesis makes the Central Inspection Group as the reference object,emphatically analyzes the subject and object,methods and processes,tasks and patterns of the current disciplinary inspection system.In the fifth chapter,mainly studies the achievements and perfecting ways of the disciplinary inspection system in the new era.The thesis sums up the main achievements and basic experience of the disciplinary inspections in the new era,puts forward five suggestions:Guided by the 19th CPC National Congress,clear the strategic positioning of the disciplinary inspection system;adhere to reform and innovation,improve the quality of inspection supervision;establish an oversight network that facilitates coordination in disciplinary inspections conducted at different levels;strengthen supervision and promote the actual effect of rectification work;strengthen theoretical research,enrich and expand the connotation of the disciplinary inspection system.In the conclusion part,simply reflects and looks forward to the development of the future disciplinary inspection system,mainly include:how to keep inspection work healthy and orderly;how to insist on innovation,and so on.
