Research On The Construction Of The Disciplinary Inspection And Supervision Cadre Team In D County,inner Mongolia Based On The Reform Of The Disciplinary Inspection And Supervision System

In 2013,after the Third Plenary Session of the 18 th CPC Central Committee was held,the reform of the disciplinary inspection system began.At present,the reform of the monitoring system has also been promoted from pilot provinces and cities to various parts of the country.Provincial,municipal,and county-level three-level supervisory committees have been set up.They work together with the party's disciplinary inspection committee to perform national inspection duties.After the reform,the discipline inspection and supervision organs not only changed their duties and functions,but also supervised the original supervision of party members and their leading cadres in performing their duties and exercising their powers,so as to monitor all public officials in the region who exercised public power.The "Rules of the Disciplinary Inspection Body of the Communist Party of China in the Supervision and Enforcement of Trials(Trial)" requires the disciplineinspection cadres to do their own hard work and build a team of disciplinary cadres who are loyal and clean.The "People's Republic of China Surveillance Law" clearly stipulates that inspectors must abide by the law,be loyal to their duties,enforce the law impartially,be honest and clean,and keep secrets;they must be familiar with the monitoring business and have appropriate cultural and professional knowledge.The new duties of imposing discipline and enforcing laws have put new requirements on the quality of discipline inspection and supervision cadres.This paper analyzes the status quo of the discipline inspection and supervision cadre contingent construction in Inner Mongolia under the background of the disciplinary inspection and supervision system reform,and finds that there are problems such as lack of awareness of responsibility for performance of duties,lack of law enforcement ability,insufficient attention to education and training,and finding the cause of the problem.Based on the experience of developed countries and pilot regions,we have put forward several suggestions for the construction of discipline inspection and supervision of cadres in D County.The first is to increase the political awareness of loyalty and cleanliness;the second is to build a strong law enforcement team;the third is to strengthen disciplinary inspection and supervision.Education and training;Fourth,improve the supervision mechanism for disciplinary inspection and supervision of cadres;Fifth,implement a professional-oriented national ombudsman system.By building a high-quality and professional discipline inspection and supervision cadre team,we will provide personnel protection for the advancement of the party's work style,clean government building,and anti-corruption struggle.
