At present,many countries in the world are facing the aging problem.China has entered the aging society in 2000.Due to the large population base and the large number of aging population,the aging problem in our country is more serious than in other countries,which makes the disabled problem of elderly population particularly prominent.According to statistic,in 2013,the aging population in China exceeded 200 million,of which up to 37.5 million are disabled elderly people.At the same time,due to the changing social structure,the development of urbanization,the implementation of the one-child policy,the average number of children in the whole society has been reduced;a lot of one-child families have appeared.The traditional family care function is gradually lost.In the past,there were multiple children in one family sharing costs and care of their parents.But now,most of the time it is the one child to shoulder these tasks and burdens all by himself or herself,and the care needs of the elderly parents can't be fully satisfied,resulting in the fact that the long-term care risk of the elderly is increasingly grim.The long-term care risk of the elderly population is transformed from family's individual risk to the whole society.As China's first generation of adult one-child leaving home,their parents have entered or are about to enter their old ages,these families face a greater long-term care risk than traditional families with many children.Causes of this risk are many,such as: the only child leaves home for schooling,work or marriage;disability or death of the only child leaves the one-child family's elderly parents in trouble and no one will take care of them.Since the implementation of the family planning policy,the one-child parents responded positively to the national call and made great contributions to China's economic development and population control.Therefore,when they are old,both from the perspectives of ethics and responsibility,the government should assume responsibility for their long-term care and provide necessary long-term care services for the elderly parents of one-child families,to help these families to cope with their long-term risks.Now,how to deal with long-term care risk of the one-child family is in the spotlight and has become a hot issue.From other countries' practice,it has proved that long-term care insurance is one of the most effective ways to deal with the long-term care risk of the elderly.Therefore,for the long-term care risk of one-child families in our country,the government should make efficient allocation of resources and collect all social forces to implement long-term care insurance for one-child families as soon as possible,thus helping to make these parents of one-child families spend their remaining years happily.This dissertation first introduces the basic concept of long-term care insurance and the main content,especially addressed the long-term care risk the one-child families are facing;it elaborates on the long-term care risk of one-child families;analyzes the causes of risk and ways to cope with risk--implementation of long-term care insurance.Secondly,it discusses the necessity and feasibility of implementing long-term care insurance for one-child families,and then introduces the developments of long-term care insurance in the developed countries and their referential value and implications to our country.Thirdly,the author uses the existing data to estimate the number of long-term care demanders in one-child families and then estimates the cost of long-term care for these elderly people.It is proved that the one-child family could not afford such a huge amount of long term care costs;therefore the government should take this responsibility.Finally,based on the theory of social security,welfare pluralism theory,and theory of responsible government,the author drives home that it is the government's main responsibility to carry out long-term care insurance for one-child families.Also,a number of relevant suggestions on how to carry out long-term care insurance for one-child families have been put forward.
