At present, the rapid development of an aging population arouses more andmore concern among the worlds’ governments. In order to cope with the severechallenges brought by the aging population, to achieve sustainable development ofeconomic and social under that situation, countries have established pension,health care and other social security systems for the problem of aging. However, itis still difficult to be settled satisfactorily in the relevant needs of the seniorcitizens’ life, rehabilitative and medical care and spiritual culture requirements. Asthe world’s largest developing country, China faced the major issues during theprocess of its social development in how to guarantee the legal rights and promoteaging issues of the old people under the accelerated and uneven developmentaging population with an increased elderly population base. In recent years, inorder to take better care of the elderly, lessen the economic and spiritual burden ofthe elderly, families and countries, some developed countries have built long-termcare system to solve the problem of aging population, and it works effectively inapplication.This article is based in the research value and significance of long-term caresystem, and it begins with the related concepts of long-term care system andreviews the domestic and overseas relevant long-term care system inNetherlands and Austria; then it focuses on analysis and comparison of theproduction background of long-term care system, institutional arrangements andpractice effect in Netherlands and Austria, mainly elaborated the process ofdevelopment and current situation of the system in them and had an in-depthanalysis of their implementation of the system; Finally, by summing up theexperiences and lessons of Netherlands and Austria, to come up with a selectmode for the China’s future long-term care system, as well as propose measures toestablish and improve China’s long-term care system. Through analysis andargumentation, China should implement a multi-level long-term care system, thatis long-term care insurance, long-term care allowance for auxiliary and businesscare insurance for the supplement. To clear funding mechanisms and financialsubsidy mechanism, expand the legislative work, take the first pilot, build along-term care service system and other measures, relying on economicdevelopment, we can gradually explore some experiences little by little. Throughtheses measures in specified operation and in the improvement of continuouslydevelop, we will gradually establish a long-term care service system within thesociety.
