The Study Of Enterprise Participating In Governance Of Modern Vocational Education

The key point to improve the system and enhance the ability of Modern Vocational Education is balance the institutional supply of enterprise participation.Based on the perspective of enterprise,the study is focusing on the collective action dilemma of enterprises participating in Modern Vocational Education(referred to as dilemma of enterprise participation).The purpose is to provide theoretical guidance for active participate of enterprises through the analysis of the institutional obstacles of enterprise participation.Firstly,this study analyses the behavior of participation from the nature of enterprise based on the New Institutional Economics.The goal of the enterprise participation is determined to maximize utility based on the hypothesis of "bounded rationality" and "opportunism" of the New Institutional Economics.Then the theoretical framework of the dilemma of enterprise participation is set up followed by analysis context of transaction costs and property rights analysis,Secondly,this paper explains the reasons for the plight of enterprise participation based on the above theoretical analysis framework.On the one hand,it confirms the existence of transaction costs in the dilemma of enterprise participation through the tool of transaction cost from three dimensions of uncertainty,transaction frequency and asset specificity of the enterprise.Also,it analyzes the influence of scale economy on the transaction cost of enterprises that combined with the external market factors and the game of neighboring enterprises,which pointed out that a huge number of potential transaction cost is one of the reasons of the dilemma for the enterprises' participation.On the other hand,this paper expounds the influence to the dilemma of enterprise participation which starting from the property rights allocation of human capital and non-human capital.Particularly,it emphasizes the negative impact on the incomplete realization of special human capital property rights according to its characteristics of transaction which derives that the incomplete property right transaction is the second reason for the dilemma of enterprises' participation.The conclusion of this study deduces the multiple governance structure of the dilemma of enterprises' participation based on asset specificity model that is the critical association between transaction cost and the allocation of property right,which are market-oriented governance,mixing governance and internalization governance meanwhile complemented by case studies.Also,the paper discusses the advantages of the enterprises participating in the governance structure of internalization to reduce the transaction cost from three aspects which are incentive mode,management control and human capital income by case of the educational enterprise of German.Moreover,the study also predicts the direction of institutional change of internalization for the participation of enterprise.At last,the study suggests to realize the balance of institutional supply for enterprises' participation from three aspects which evidently are market-oriented governance,mixed governance and internalization governance.Further more,the suggestion emphasizes that the institutional platform should be established by clarifying the property rights of enterprises and the legal system of vocational education etc to guide enterprises to participate in the development of governance structure of internalization which in order to optimize the organization structure and enhance the key ability of the governance of Modern Vocational Education.Through the theoretical framework of the New Institutional Economics,the research angle of the dilemma of enterprise participation has been changed from "production" to "transaction".In particular,the analysis of transaction cost and the allocation of property right is helpful to understand and identify the key factors that cause the dilemma of enterprise participation.The link between the Vocational and Technical Pedagogy and the New Institutional Economics has been established,which will not only contributes to the development of this subject but also helps to expand the cross study.
