Based on the theory of ecology and used the theory and method of ecological carrying capacity,this study studies the appropriate development of the scale of higher education in Qinghai.Based on evaluation of current situation and future development trend of Qinghai province higher education system of ecological carrying capacity and the scale of development in recent years,this study analyze the vulnerability factor and the causes of weak force and the scale of the development of the ecological carrying capacity of Qinghai province higher education system,combined with the plans andpolicies of higher education reform and development issued by governments at all levels,,as well as the western special planning and policy,this study pertinently puts forward the ecological path of moderate development scale of higher education in Qinghai province.The ecological carrying capacity and scale of higher education system in Qinghai province for the last two years(2013-2014 years)were examined by ecological investigation:higher education scale of Qinghai province(66320 students)has reached the maximum size of bearing in 2013,The carrying capacity of higher education system in Qinghai province is full load and the state of scale is saturated.To enhance the ecological carrying capacity or reduce the bearing pressure before the measures are taken and with the situation that education funding is lower than 2013 per student,and the massive reduction of staff number,2014 schools still expand enrollment(70492 students),the scale of higher education in Qinghai was over saturated in that year as the result,and the bearing state is overloaded,the actual number of students exceeded the maximum carrying capacity of 10145 people.The actual situation of ecological carrying capacity and scale development of higher education system in Qinghai province(2015)was evaluated:At present,the scale of higher education in Qinghai(74359 students)has reached the maximum carrying capacity of the higher education system in Qinghai,the resource effect has been maximized,the carrying capacity has reached its limitation,the bearing state is fully loaded,the scale state is saturated,the follow-up and sustainable development capacity is lacked.The higher education system in Qinghai has the same ecological pressure and the ability to support and supply capacity,it is at the equilibrium critical point.The future development trend of Qinghai province higher education system of ecological carrying capacity and the scale(uses 2020 as the time node)prediction analysis showed that:By 2020,the scale of higher education in Qinghai(77876 students as forecast)was moderately developed,the ecological load is in good condition,it does not appear weak load,full load and overload.The supporting capacity and compressive capacity have been improved,it is able to support the development of student size under the premise of ensuring a certain quality,the growth of supply capacity can meet the requirement of expanding students' scale under the premise of ensuring certain quality,the size of the students is a great pressure on carrying capacity,but it still within the range of carrying capacity,near but not reaching the ultimate limit of carrying capacity,system effects will be achieved,the symbiotic effect will be brought into practice and the quality of education can be guaranteed and gradually improved,the development has sufficient sustainability,it can present positive evolution,and realize the stability,coordination and sustainability of symbiosis effect and development.The investment of higher education in Qinghai province has a great influence on the ecological carrying capacity and scale development of higher education system in Qinghai province.According to the planning and policies of governments at all levels,the funds input is promising.However,the carrying capacity and capacity of the higher system in Qinghai depend too much on the amount of the funds for the school run,the support and capacity provided by other factors are very small and weak,once the school funding has been reduced for a variety of reasons,the ecological carrying capacity and scale development of higher education system in Qinghai will be fatal,from the point of view of the stability of ecosystem,as a whole,the system of higher education in Qinghai is low in stability,vulnerable,unbalanced,damaged,prone to ecological crisis and ecological degradation.The objective resources support force of Qinghai higher education system is very weak,the number of colleges and universities is small,the form of running schools is single,and the universities have small footprint and fixed assets,the smaller scale of colleges and universities restricts the development of self adjustment ability,compressive ability and self repair ability of higher education system in Qinghai province.Teaching equipment,teaching and auxiliary facilities are seriously deficient,the shortage of full-time teachers and the shortage of books resources,all these factors contribute to the low carrying capacity of higher education resources in Qinghai.The environmental supporting power of higher education in Qinghai is fragile,this has a direct cause and effect relationship with the fragile economic environment of Qinghai province.The carrying capacity of higher education system in Qinghai province has been greatly developed from the following aspects:the development track,the reality and the future development trend,especially in the school area and teaching equipment to bear great pressure,the pressure on the faculty is relatively small.In short,the ecology of the higher education system in Qinghai is very fragile.The causes of the ecological fragility of higher education system in Qinghai province are as follows:(1)the original foundation is weak,the foundation is·poor,the starting point is low,and the development is backward.In the teaching staff,fixed assets(teaching equipment,books and materials),school premises and other school conditions,"congenitally deficient",long-term malnutrition,the accumulation of material resources is limited.(2)a small number of colleges and universities,a single form of education,a small footprint,less fixed assets,smaller colleges and universities,resulting in fragile and poor stability of Qinghai higher education system.(3)the ecological environment of higher education in Qinghai province is fragile,regional cultural scientific level and regional economic level is low,especially the regional economic level,it is also one of the important reasons that leads to the poor resilience and resistance of the system,and it is easy to cause ecological damage and cause ecological crisis.On the basis of the investigation of the recent development of higher education in Qinghai,the analysis of the actual situation and the prediction of the trend of development,combined with the plans and policies of higher education reform and development issued by governments at all levels,and special plans and policies related to the development of higher education in the west,the fragile factors and causes of higher education system in Qinghai province,the ecological path to realize the moderate development of higher education scale in Qinghai province is to strengthen the carrying capacity of the higher education system in Qinghai,it is to strengthen the ability of self maintenance and adjustment of Qinghai higher education system,and to support the sustainable supply and accommodation.Optimizing the carrying capacity of internal environment of higher education system in Qinghai province,enhancing the bearing capacity of the external environment of higher education system in Qinghai province.Capacity to optimize the internal environment,including funds running system,development mechanism,improve the Qinghai province higher education investment system,material resources,teachers,students and other hardware conditions and improve the scale of Qinghai province higher education system,teaching quality,scientific research level,organization management,discipline construction and professional construction of soft power.Enhancing the carrying capacity of the external environment is the bearing capacity of the political environment,economic environment and cultural environment of the higher education system in Qinghai province.
