| Since 2013, the Northeast China's economic downward pressure has caused great concern of the theorist and practitioner layers.The country puts forward the "prescription" to revitalize the northeast region is relying on reform to stimulate the endogenous power of the northeast region,in particular the effective elimination of the private economic development obstacles, the formation of new private economic development dynamic, and that is the inevitable choice of Northeast Revitalization.The study is based on the background of the new economic norm of our country,takes the Northeast China's economic downward as the breakthrough point,guided by the theory of dynamic structure of regional economic growth,overviews of the evolution and development of the private economy in Northeast China, from the perspectives of promoting the regional economic growth, increasing revenue and expanding employment to compare with the typical domestic developed areas and the overall level of the country's, and analyzes the differences of the private economic development power of the northeast region;on this basis, based on the requirements of the new normal for the economic growth power transformation, firms up the the target orientation of private economy in the transformation of economic growth dynamic in Northeast China,tries to build the dynamic structure model of private economic development,discusses the motive factors and dynamic mechanism of the private economic development, and puts forward the paths and countermeasures of private economic development power transformation in Northeast China.This study consists of seven chapters.Chapter one, introduction.Based on the summary of the issues and research significance,research contents and methods,major innovations and deficiencies, this paper sorts out and analyzes the research literature both at home and abroad mainly from the perspectives of economic growth dynamic,the role of the private economy, private economic development power and institutional constraints and changes to make a reference for the dynamic theory and practice of the private economic development,Chapter ?, the relevant theoretical analysis.Through the analysis of the dynamic structure of economic growth, regional economic growth dynamic, institutional changes,the theory of system and the dissipative structure theory to summarize the dynamic structure of the private economic development.The private economy is an important dynamic factor in the dynamic structure of the regional economic growth;at the same time, the foundation of economic development, market development degree, institutional changes are dynamic factors of the private economy developmentChapter ?, the dynamic structure analysis of the economic growth in the northeast region.This chapter takes the strategy of revitalizing the Northeast China as the base of time division,analyzes the stage characteristics and trend of the economic growth dynamic structure evolution of the northeast region,based on the requirements of the new normal for the economic growth dynamic transformation, the paper puts forward the dynamic requirements of the development of private economy for the economic growth dynamic structure transformation in the northeast region.Chapter ?,The contribution and dynamic analysis of private economy to the economic growth in Northeast China.Starting with the history and current situation analysis of the private economy development in Northeast China, the paper uses indexes such as the share of private economic value added in the GDP, private economic growth contribution,employment pulling contribution and tax increasing contribution, comparatively analyzes the northeast region and the Bohai Rim, the Yangtze River Delta, Pearl River Delta and other developed areas, as well as the the difference or gap of the contribution rate of private economic development in the whole country to reveal the development potential and dynamic improvement room in the transformation of economic growth dynamic structure of Northeast China.Chapter ?, private economic development dynamic choice of the northeast region under the dynamic transformation of the regional economic growth. The chapter elaborates the dynamic function of the private economy from a number of angles,discusses the dynamic factors and the dynamic mechanism of the private economic development in the transformation of economic growth momentum of Northeast China.Based on the dynamic model for the private economic development, the interaction of dynamic systems such as institution, policy, finance, technology and human resources are needed to form the dynamic mechanism which can promote the development of private economy.Chapter ?,obstacles and countermeasures of the dynamic transformation of the private economic development in Northeast China.Based on the analysis of the informal institutional constraints, formal institutional constraints and other constraints in the dynamic transformation of the private economic development in Northeast China, the paper combines the reality of the private economic development of northeast region, discusses on the dynamic transformation of the private economic development in Northeast China, the paths and countermeasures for forming the new dynamic mechanism.The study finds that the "black land" culture, the "iron rice bowl" consciousness, "rent-seeking", the degree of marketization, resource and environment condition, private enterprise's own problems are important factors which hinder the dynamic transformation of the private economic development in Northeast China, through perfecting the modern property right system, promoting the optimization of industrial structure and improving the financing mechanism of the private enterprises to expand the private economic development space, enhance the development of private economic power.Chapter ?, research conclusions.The main innovations of this study are:First, the theoretical level,it attempts to build a dynamic structure model of economic growth.Based on system theory and dissipative structure theory, it tries to construct the dynamic structure model of the private economic development, that is the interaction of institution source dynamic system,government external driving force system,innovative driving force system,resource factors carrying capacity to form a "negative entropy flow" which becomes the dynamic mechanism of the private economic development; on this foundation, it puts forward the dynamic structure of the private economic development of the Northeast China under the new normal state,that is, dynamic structure of the private economic development which takes the property right system, financial allocation, technological innovation and human capital as the driving forces in the northeast region.Second,the practical level, the paper makes a preliminary study on the relationship between regional economic growth and the development of private economy. The economic growth contribution of the private economy in the northeast region is far less than that of the developed area and is lower than the national average level,correlation coefficient of pulling employment is the lowest,the tax correlation coefficient shows that it is not the important part of the tax revenue growth in the region. These show that the private economic institution source dynamic system lags,the external driving force of the government is insufficient, the function of innovative driving force system is limit, the"negative entropy flow"energy level provided by the low level production factors decreases, it initiates the system to disorder and cannot provide adequate power for private economic development.Third,the countermeasure level, it puts forward the targets and paths of the dynamic transformation of the private economic development. It comparatively analyzes the contribution rate of the private economy among the northeast region, the Bohai Rim, the Yangtze River Delta and Pearl River Delta,on this basis, it makes a comparison among the four regions on the dynamic factors and the structure of the private economic development, reveals the conditions and rules of the dynamic structure and dynamic structural transformation of the private economic development,it puts forward the target and path of the dynamic transformation of the private economic development, that is, through regulating the government behavior, improving the property right system, encouraging the technological innovation, optimizing the allocation of financial resources and human resources to build a dynamic mechanism for the development of private enterprises from the practical level.At the same time, the disadvantages of this study are:historical data collation and use of the private economic development need to be further strengthened; empirical research methods, especially the quantitative research methods are insufficient; the construction and design of the dynamic mechanism for the private economic development is yet to be to verified. |
