Study On Fiscal And Taxation Policy To Support Development Of China's Power Grid Industry

Power grid industry is an important part of our national economy, with the arrival of the world's third industrial revolution, the power grid is developing towards to the direction of smart grid. Smart grid is not only an important infrastructure to protect national energy supply, but also joins multiple networks and infrastructures?it plays a key role for the promotion of China's infrastructure by leaps and bounds and the global promoting role in the third industrial revolution.Power grid industry has commonweal, fundamentality as well as quasi-public goods and more characteristics, the government needs to play a good support and guidance role in different stages of its development. Fiscal and tax policy,as an important means of macro-control,if it could reasonably and fully used, it has an important significance to promote the development of China's power and effectively promote our country to seize the initiative in the third industrial revolution.Through the literature research method, this paper is combing the grid development situation domestic and foreign, as well as the theoretical basis and the general pattern of fiscal support, it laid the theoretical foundation for the subsequent analysis; through the comparative analysis,comparing grid industry development and taxation support domestic and foreign,this paper revealed the lack of our fiscal policies in promoting grid development in our power grid industry; through the example analysis,take one of the two biggest girds China Southern Power Grid for example,analyzed its current situation,lack exists,and risk in the financial and taxation support,and then combined internal and external environment of China Southern Power Grid, proposed fiscal support overall demand,proposed improved fiscal support recommendations to China Southern Power Grid respectively from both aspects of financial and tax support planning arrangements and members role analysis.At last combined with all the above analysis,six recommendations" Reasonable arrangements and increased financial investment in key areas;Precision force and enhance the effect of financial subsidies; Active use of tax incentives to reduce the tax burden; Make full use of financial interest and financial support; Give full play to price signals and regulatory function; Sound fiscal support matching system" were proposed to expect to help promote the development of our power grid.This paper is divided into eight chapters, the main contents are as follows:The first chapter is an introduction.lt mainly expounds the research background, significance, research status domestic and foreign related, thus revealing the necessity of this research.Also it points out that the research methods and ideas, research framework and main content of the this paper, and the innovation of this paper has been described.The second chapter is the grid development and fiscal support theory research.On the one hand, the "grid, smart grid, power grid enterprises, fiscal support" and other concepts are clearly defined, described and lay the foundation for subsequent analysis.On the other hand, it analyzes the relevant theories to promote the development of the grid based on the "Externality theory, regulation theory,balanced economic theory,welfare economics theory,technological innovation theory,game theory" and other fiscal policies, it reveals the necessity of grid development needs and taxation policy support;
