Highway, the essential public facility for traveling and freight logistics, is an important part of the national economy, defense and people's livelihood. Since most of highways are toll roads operating, and its management has entrepreneurial feature, it is inevitable that low efficiency of charge, traffic jams in highway plaza, bad quality of road maintenance and decision on cost management frequently occur in the process of management. Those problems pose negative effects on organization's economic benefits and the quality of service, which causes social discontent and dissatisfy of investors. Therefore, this thesis, by adopting scientific management theories, focuses on studying the problems in the operation management of expressway.This paper takes expressway as the subject, concentrating on road toll and maintenance in the operation management of expressway from the perspective of game theory.Firstly, based on the analysis and summary of a great amount of relevant documents, this paper presents the status of road toll and maintenance in operation management of expressway in a relatively comprehensive manner. The analysis of key issues in terms of road toll and maintenance may exert an influence on the performance of expressway operation management, and corroborate the urgency and significance of this research topic. It also helps to identify the focus as well as the outline of the research.Secondly, studying on uncertainty differential model of evolutionary game theory; beginning with the analysis of a deterministic evolutionary game theory, this paper discusses the concepts of deterministic evolutionary game, game model and the limitations. For improving the shortcomings of deterministic models, the theory of uncertainty by Professor Liu Baoding is introduced to evolutionary game model, and the uncertainty differential evolutionary game model is established for the first time in this paper. The following is a detailed analysis of Game model, the conditions of existence and uniqueness, and the stability of solution. Finally, the validity of the model is verified by the numerical simulation method. The theories above are the theoretical basis for the following chapters.Thirdly, considering the premium evasion and congestion in toll plaza in charge management, this study establishes evolutionary game model by analyzing the selection of strategies by supervisors and supervisees, and then analyzes the optimal strategy made by these two parties under both certainty and uncertainty evolutionary game situations. Later this study comes up with the conditions required for two parties to reach stability under both certainty evolutionary game model and uncertainty evolutionary game model and corresponding suggestions according to the model inference results based on considering the fact that the networked toll system has been realized. In the next phase, this study takes drivers as the subject. By employing theories of certainty and uncertainty evolutionary game theories, and analyzing Hawk-Dove game model, this study establishes game model of drivers selecting premium channels and gets the evolutionary stability strategy under two different evolutionary game situations, and then this study verifies the analysis that there is an equation for drivers when choosing charging channels on the toll plaza. At last, this study proposes solutions with regards to the congestion on the toll plaza.Finally, the maintenance management and planning decision of highway are studied. In order to improve the quality of maintenance and reduce the cost, this paper utilizes hierarchical algorithm with improved goal programming and Stackelberg game theory to analyze the interaction between management departments and travelers. By combining the hierarchical algorithm with improved goal programming with Stackelberg game theory, this study analyzes the maintenance decision problems of different paths chose by travelers and the utility gained by both travelers and administrators, Last, for road maintenance problems, in both consider of maintenance cost of economic and road maintenance quality, the multi-objective optimization model of pavement maintenance is established by game theory. Through the analysis of two different properties of highway maintenance quality and cost, by using fuzzy cluster analysis, game model of the relevant issues is established after grouping attributes. An effective way of the highway maintenance quality and cost decision is opened up.The ultimate goal of this paper is to serve the practice. This study provides theoretical support for China's highway operation and management practice, which can also promote the healthy development of China's highway industry.
