With the continuous development of economic globalization, the relationship between the enterprises also becomes more and more complex. Industrial cluster has become the world’s remarkable regional economic development pattern and important organizational form of industrial development, causing many countries and local governments’ wide attention. Industrial cluster refers to many of the speci?c industry has focused on some area division of labor cooperation of di?erent scale level related to development of enterprise and its various institutions, organizations behavior such as the main body, through crisscross network space accumulation body closely linked, represents between market and hierarchy of a new form of economic space. Enterprise strategic behavior between the enterprise in industrial cluster plays an important role in the development of the whole industrial cluster.Therefore,the research of internal cooperation and competition between enterprises in industrial cluster is bene?cial to promote the overall development of the industry cluster, and improve the advantages of industrial cluster.The behavior between the industrial cluster is no longer a mere competition or cooperation relationship in the past, but both competition and cooperation strategy model.First of all, this article applies the relevant knowledge of evolutionary game theory, as for the strategic behavior of the two enterprises in industrial cluster, the corresponding matrix was constructed. And then, the article has the evolution of dynamic stability analysis, set up replicated dynamic equation and solve the evolutionary stable strategy(ESS). The results showed that with its own continuously explore and other related enterprises,the internal strategic behavior between each enterprise in the industrial cluster will gradually converge, and take the competition- cooperation strategy is the optimal choice of each participating enterprise.Secondly, on the basis of the above model, the study discussed today’s most focused environmental pollution problems, from the perspective of the main pollution source and regulators, to establish evolution game model between enterprises and enterprises,and between enterprises and the supervision departments. The results show that the enterprises strengthen cooperation in environmental pollution control,the supervision departments increase the intensity of rewards and punishment,which can e?ectively control environmental pollution problems,and realize the sustainable development of low carbon environmental protection together,and further demonstrates the necessity and importance of strengthening cooperation between enterprises in today’s world.
