Today, China has formed the strategic to promote the business and advocating innovation overall situation and driving the development of innovation is the key to strategy implementation. Innovation is a complexity, systematic engineering with high risk and uncertainty and it is difficult to achieve the goal by one force. Therefore, multi-agent cooperation becomes one of the most effective organization form of innovation. The cross-border and cross-organizational collaboration innovation by the relevant government departments, industry, science, financial intermediary, the user etc. becomes the effective means to promote the development of Chinese economic transformation and sustainable development. Although the multi-agent collaborative innovation model has won recognition and gradually been respected by more and more people, collaborative innovation is hard to implement. The "double skin" phenomenon about scientific research and industry, science technology and economic is still widespread. Based on this situation, it is particularly urgent to find the actual carrier and channels matched with project management node such as multi-agent interaction, the choice of organizational form, the unity of the target and interests coordination and so on.Project is defined as a kind of social network to complete temporary and uniqueness tasks and meet the needs of the various stakeholders. In the process of project organizing, multiple stakeholders interact constantly and coordinate the interests of all parties. They try to achieve the "unity" by the unity project goal and achieving their purpose and demand and make collaborative innovation ultimately become a possibility. This makes the realization of collaborative innovation possible. Therefore, the project becomes the effective carrier and channel to drive multi-agent collaborative innovation for the organization. The effective means to solve the numerous "two skin" phenomenon and the key to promote multi-agent collaboration and achieve innovation success is to effectively govern the carrier and channel of the multi-agent collaborative innovation project, analysis the multi-agent collaborative innovation project management process, explore the key influencing factors of multi-agent collaborative innovation project governance, establish a multi-agent collaborative innovation project governance performance evaluation standards, measure and evaluate the multi-agent collaborative innovation project governance performance correctly and provide effective governance environment for the multi-agent collaborative innovation project success.To establish an evaluation standard for multi-agent collaborative innovation project governance performance, it is needed to clear the connotation of the multi-agent collaborative innovation project governance performance, analyze the cause and effect of the multi-agent collaborative innovation project governance performance, to determine the evaluation index, evaluation target, evaluation subject, evaluation object of multi-agent collaborative innovation project governance performance. To explore the problems above and find practical solutions, this article will study the following contents.First, analyze the mechanism of multi-agent collaborative innovation project governance performance producing. First of all, reviewed the related theory and literature of multi-agent collaborative innovation project governance performance evaluation, include the literature for project, collaborative innovation, multi-agent collaborative innovation, multi-agent collaborative innovation project, project governance, performance and the performance evaluation, the multi-agent collaborative innovation project governance performance, the multi-agent collaborative innovation project governance performance evaluation methods, evaluation indexes and relevant literature. On the basis of summing up the existing research and theory, we establish the theoretical principles of multi-agent collaborative innovation project governance performance evaluation. Then, taking the relevant theory and literature review as a reference, this thesis analyzes the multi-agent collaborative innovation project governance process and does requirement analysis, responsibility analysis, competence of responsibility analysis of the multi-agent collaborative innovation projects. Finally make sure the relationship of power and responsibility of the multi-agent in collaborative innovation project. Next analyze and validate the key environment factors to influence multi-agent collaborative innovation project governance such as cognitive subject, contractual relationship and multicultural. At last, according to the collaborative innovation project governance process analyzed above, build the multi-agent collaborative innovation project governance performance mechanistic model contains arguments, mediating variables, manipulated variables and the dependent variable. Through these work this thesis will provide the theory basis and related guidance for the establishing, revision and validation of multi-agent collaborative innovation project governance performance evaluation model and further research.Second, develop the evaluation index system of multi-agent collaborative innovation project governance performance. First of all, by the guidance of multi-agent collaborative innovation project governance performance mechanism model, make sure the construction principles of multi-agent collaborative innovation projects performance evaluation index system, which means that the evaluation index system must reflect the organization strategic orientation, responsibility orientation and process orientation. Next, according to the construction principle of multi-agent collaborative innovation project governance performance evaluation index system, develop and organize the project governance performance evaluation index of strategic perspective, responsibility perspective and process perspective. As a result, initially formulate the multi-agent collaborative innovation project governance performance evaluation system. At last, using the exploratory factor analysis method to select the evaluation index and correct the multi-agent collaborative innovation project governance performance evaluation model and doing the empirical test for the revised multi-agent collaborative innovation project governance performance evaluation model based on the multi-agent collaborative innovation project data. Thus we can improve the scientificalness and accuracy for the multi-agent collaborative innovation project governance performance evaluation model.Third, build the multi-agent collaborative innovation project governance performance evaluation mathematical model. First of all, using principal component analysis method to build the multi-agent collaborative innovation project governance performance evaluation mathematical model and calculate the weight coefficient of each factor in mathematics evaluation model. Then, validating the multi-agent collaborative innovation project governance performance evaluation model and make the collaborative innovation project governance level evaluation standard is necessary through the actual data of collaborative innovation project. Then, validating the multi-agent collaborative innovation project governance performance comprehensive evaluation model is necessary through a collaborative innovation project example in Guangzhou. At last, to applicate and validate the multi-agent collaborative innovation project governance performance key indicators system through an examples of industrial technology research institute of collaborative innovation platform construction. Finally provides important theoretical basis and practical reference for multi-agent collaborative innovation project governance performance evaluation.To do depth study of the above content, this paper mainly adopts literature analysis, expert interview, questionnaire investigation, experimental design, correlation analysis, exploratory factor analysis, principal component analysis, case analysis research method. In the questions raised stage, this paper takes the expert interview and literature analysis as the main methods to interview famous industry related experts and scholars, query related literature in both English and Chinese and gradually clear the basic architecture, research path and thinking of the questions. In the stage of mining and measuring performance indicators of project layer, the project team layer, governance layer, the environment layer, this paper adopts questionnaire investigation, exploratory factor analysis, expert interview research method; When comes to the stage of researching and measuring the multi-agent cognitive style, this paper use the experimental design method combined with questionnaire survey method to do comparison analysis. At the stage of studying the multi-agent cognitive style's influence on the performance, this paper adopts correlation analysis method. When constructing a multi-agent collaborative innovation project governance performance evaluation model, this paper adopts principal component analysis method. At last, to test and verify the governance performance evaluation model through case study research method.This article has five mainly expected results and conclusions. First, clear the essential characteristics of the multi-agent collaborative innovation project, the multi-agent collaborative innovation project governance process, the key factors that affect the multi-agent collaborative innovation project governance and build the mechanism model of multi-agent collaborative innovation project governance performance. Second, this article builds a multi-agent collaborative innovation project governance performance evaluation index system on the basis of clearing design principle, evaluation target, evaluation subject, evaluation object and evaluation standard of the model, thus forming a multi-agent collaborative innovation performance evaluation of project governance concept model. Third, on the basis of 215 multi-agent collaborative innovation project data, using exploratory factor analysis method to modify the multi-agent collaborative innovation project governance performance evaluation concept model and does some empirical tests. Thus provides decision-making basis for collaborative innovation project governance and achieve the ultimate goal of improving the success rate of such project. Fourth, by using principal component analysis method, this article calculates the parameters weight and establishes a multi-agent collaborative innovation project governance performance evaluation mathematical model. Meanwhile, this article verifies the validity of this model through the 215 collaborative innovation project data and calculates the collaborative innovation project management (CIPG) index, which provides effective basis for the multi-agent collaborative innovation project governance evaluation. Fifth, this article selects a collaborative innovation project as an example to use, analyze and validate the multi-agent collaborative innovation project governance performance evaluation model. This article also chooses a collaborative innovation platform construction case to demonstrate the important role of the key indicators and project governance mechanism developed in this paper.The expected innovation point of this article is mainly reflected in three aspects. First, this article reveals the emerging mechanism of multi-agent collaborative innovation project governance performance and put the collaborative innovation strategy into project governance theory framework. On the one hand, it can promote project management theories and methods to play important roles in collaborative innovation, on the other hand, it can guarantee the collaborative innovation work in strategic level to get effective implementation and execution in the project governance tactical level. Second, establishing a multi-agent collaborative innovation project management performance evaluation index system and doing an empirical test for this evaluation system. It provides a valid scope and evaluation standard for the multi-agent collaborative innovation project governance performance evaluation in theory and work experience and reference for project management personnel in practice. Third, establishes multi-agent collaborative innovation project governance performance evaluation model and calculates collaborative innovation project management (CIPG) index. This improves the scientificalness and accuracy of the evaluation model in theory and enhances the practicability of this model in practice. It can be used as a basis to evaluate multi-agent collaborative innovation project governance level and improve the management level of collaborative innovation project. Finally it can realize the improvement of cooperative innovation project success rateIn summary, this paper regards the multi-agent cooperative innovation project governance performance evaluation as the study object which aims to advance the reform of the national science and technology system, promote the improvement of the national science and technology governance system, perfect the system of national innovation policies and meet the actual needs of science and technology plan management reform. It can provide reliable and stable governance environment for subject collaborative innovation project, continue to improve the governance performance of collaborative innovation project and improve the efficiency and effectiveness of the multi-agent collaborative innovation projects. Through the results of this research, it can ultimately improve the success rate of collaborative innovation projects and provide theoretical significance and practical value for continuously improving the capacity of national scientific and technological innovation management.
